Youth Public Safety and Criminal Justice Reform

HF 897 (Dehn) Juvenile detention alternatives throughout state funding provided, and money appropriated.

HF 1678 (Edelson) Juvenile issues addressed, including risk assessments, arrest alternatives, and restraint use.

HF 1717 (Dehn) Juvenile life sentence without release amended.

HF 1679 (Noor) Juvenile hearings and records prohibited from the public, juvenile court delinquency jurisdiction raised to age 13, and human services disqualifications modified.

HF 8 (Pinto) Firearm transfer criminal background checks required.

HF 9 (Richardson) Firearms; law enforcement and family members enable to petition a court to prohibit people from possessing firearms if they pose a significant danger to themselves or others by possessing a firearm.

**The Chair's intent is to get through HF 8 and HF 9 on Wednesday evening. If we are not able to do so, we will extend this meeting into the evening.

**Updated HF 8 and HF 9 Evening Hearing Information**

Location: Capitol 120

Time: The Committee will reconvene at 7:00 pm

Ticketing: This event will be ticketed on site by the Sergeant of Arms.

Time Allotments: Proponents and opponents of each bill will be afforded 30 minutes of testimony for each bill. The bill author’s presentation will count toward the proponents 30 minutes.

Testifying: Individuals interested in testifying will need to sign up with the committee via email at HF8andHF9Testimony@house.mn or via phone at 651-296-1478. Individuals who are not able to testify are encouraged to provide written testimony to the posted email by 12:45 pm on Tuesday on February 26.

Additional Hearing: The Chair's intent is to pass HF 8 and HF 9 on Wednesday evening. If we are not able to do so, we will continue hear these bills on Thursday evening at the Capitol. No further testimony will be taken at that time.

HF 812 (Wazlawik) Criminal sexual conduct offenses for persons in authority positions over juveniles expanded.

HF 89 (Grossell) Child pornography offenses penalties increased, mandatory minimum sentences created, and Sentencing Guidelines Commission directed to modify sex offender grid.

*HF 50 (Hornstein) Cell phone use while a motor vehicle is in motion prohibited, with hands-free mode exception.


*HF 50 will be heard to clarify a motion. The bill was previously before a committee. Testimony was heard. No public testimony will be taken for this bill.
**The Committee will reconvene at 5:00 pm in room Capitol 120 for a Joint Public Safety and Criminal Justice Reform and Corrections Committee on Corrections Budget Presentation.

HF 50 (Hornstein) Cell phone use while a motor vehicle is in motion prohibited, with hands-free mode exception.

HF 1375 (Considine) Driving while distracted or without a valid license and causing bodily harm or death increased penalties established.

HF 1263 (Neu) Recreational vehicle DWI laws further conformed to general DWI laws, and technical corrections made.

HF 1149 (Christensen) Conservation officers authority under DWI law expanded.
