MINUTES
Representative Dennis Ozment, Chair of the House Agriculture, Environment & Natural Resources Finance Committee, called the fifty-eighth meeting to order at 8:25 A.M. on Thursday, March 16, 2006, in Room 5 of the State Office Building.
The Clerk noted the roll.

A quorum was present.
Chair OZMENT moved the minutes of the March 15, 2006 be approved as prepared by the clerk. THE MOTION PREVAILED.
Chair OZMENT invited further member discussion on the Chair’s bonding recommendation to the Committee on Capital investment.
Testifying on the bonding recommendation was:

Chair OZMENT moved an oral amendment:
Subd. 14, paragraph (a) - State trail acquisition, rehabilitation and repair
For any project listed in this subdivision that is not ready to proceed, the commissioner may allocate that project’s money to another state trail. The chairs of the environment budget committees and legislators from the affected legislative districts must be notified of any changes. THE MOTION DID PREVAIL THE AMENDMENT WAS ADOPTED.
Chair OZMENT moved that the committee’s bonding recommendation spreadsheet dated March 15, 2006, 2:18 P.M. be forwarded to the Committee on Capital Investment as the Committee bonding recommendation. Staff is directed to correct any errors in the language that will accompany the spreadsheet. THE MOTION PREVAILED.
Chair OZMENT moved that a letter in support of HF2686 (Westrom) be sent to the Committee on Capital Investment. THE MOTION PREVAILED
Chair OZMENT moved HF2972 (Tingelstad) for consideration by the Committee

Chair OZMENT moved adoption of the A2 amendment, incorporating the deletion of line “1”. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
Chair OZMENT moves that HF2972 be passed as amended and referred to the Committee on Ways and Means. THE MOTION PREVAILED.
