MINUTES
Representative Chris DeLaForest, Vice-Chairman of the Civil Law Committee, called the twelfth meeting to order at 12:40 PM on Monday, March 7, 2005, in Room B of the State Office Building.
The Clerk noted the roll.

Representative Hilty moved approval of the March 2, 2005 Civil Law and Elections Committee minutes.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
Representative Jeff Johnson moved HF572,relating to public safety; scheduling ephedrine and pseudoephedrine products as Schedule V controlled substances; be recommended to pass and re-referred to the Commerce Committee.
Representative Johnson moved the H0572A8 amendment.
Representative Johnson withdrew the H0572A8 amendment.
Representative Johnson moved the HO572A9 amendment (see attached).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Johnson moved the A05-0139 amendment with the following oral amendments:
Page 3, line 26, strike "and best practies and that levels of contamination have been reduced to levels set forth in the guidelines"
Page 3, line 34, strike "or the levels of contamination were not reduced to levels set forth in the guidelines"
Page 4, line 2, strike "and reducing the levels of contamination to levels set in the guidelines"
Page 6, line 23, strike "and best practices and that levels of contamination have been reduced to levels set forth in the guidelines"
Page 6, line 27, strike "two" and insert "
six"

Representative Johnson renewed his motion that HF572 be recommended to pass, as amended, and be re-referred to the Commerce and Financial Institutions Committee.

Representative Hilty moved SF959, providing for the postelection security and certification review, and that it be laid over for possible inclusion in the Omnibus Elections bill.
Representative Hilty presented SF959.
Representative Hilty renewed his motion that SF959 be laid over for possible inclusion in the Omnibus Elections bill.
THE MOTION PREVAILED.
Representative DeLaForest moved HF226(Smith), requiring reporting on notification that is required before an abortion is performed, be recommended to pass and re-referred to the Committee on Public Safety.
Representative DeLaForest moved HO226A1, a technical amendment (see attached).
MOTION PREVAILED THE AMENDMENT WAS ADOPTED.
Representative Jeff Johnson assumed the gavel at 2:20 PM.
