MINUTES



Representative Jeff Johnson, Chairman of the Civil Law Committee, called the tenth meeting to order at 12:40 PM on Monday, February 28, 2005, in Room B of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Lesch moved approval of the February 23, 2005 Civil Law and Elections Committee minutes. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Ellison moved HF607, restoring citizenship rights and eligibility to vote, be recommended to pass and re-referred to the General Register.

Representative Ellison presented HF607.

Representative DeLaForest moved HF680, landlord and tenant; clarifying provisions relating to utility metering and billing, be recommended to pass and re-referred to the Committee on Commerce and Financial Institutions.

Representative DeLaForest renewed his motion that HF680 be recommended to pass and re-referred to the Commerce Committee. Representative Lesch recused himself from voting. A voice vote was taken; a division was called. The vote was 5 to 5. THE MOTION DID NOT PREVAIL.

Representative Ellison moved that SF518 be moved to pass and sent to the Consent Calendar.

Representative Ellison presented SF518.

Representative Ellison renewed his motion that SF518 be recommended to pass and placed on the Consent Calendar. THE MOTION PREVAILED.

Representative Emmer moved that HF672, which passed out of the Data Practices sub-committee, be recommended to pass and sent to the Commerce Committee.

Representative Emmer presented HF672.

Representative Emmer renewed his motion that HF672 be recommended to pass and sent to the Commerce Committee. THE MOTION PREVAILED.

Representative Johnson moved HF118 be recommended to pass and sent to the General Register.

Representative Johnson moved the H0118A1 amendment. (see attached) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Urdahl presented HF672.
