MINUTES


Representative Jeff Johnson, Chair of the Civil Law and Elections Committee called the thirty-first meeting to order at 1:20 p.m. March 8, 2006 in the Basement Hearing Room, State Office Building, St. Paul, MN.

The Clerk noted the roll.

A quorum was not present.

The committee heard public testimony on changing the statute of limitations for sexual abuse.

Testifying before committee on changing the statute of limitations for sexual abuse were the following individuals:


Renee Wilson, Mn Survivors Network;
James Backstrom, Dakota County Attorney;
Janet O’Connell, Family Member;

A quorum was present at 1:25 p.m.

Representative Brod moved approval of the minutes of March 1, 2006. THE MOTION PREVAILED.

Continuation of public testimony on changing the statute of limitations for sexual abuse were the following individuals:

Susanne Everson, Voice of the Faithful;
Mark Mallinger, Minnetonka, MN;
Tom Hesse, Mn Chamber of Commerce;
Valerie Dosland, Mn Childcare Association;
Grace Schwab, Mn School boards Association;
Dan Prokott, Mn Religious Council;

Chairmain Johnson moved to appoint Sven Wehrwein and Scott B. Heintzman to the Board of Campaign Finance. THE MOTION PREVAILED.

Researcher Deb McKnight, explained the procedure for appointing members to the Campaign Finance Board.


Testifying before the committee for appointment Sven Wehrwein and Scott B. Heintzman to the Campaign Finance Board were:

Sven Wehrwein, Minneapolis, MN;
Scott B. Heintzman, Plymouth, MN.

Chairmain Johnson renewed his motion to appoint Sven Wehrwein and Scott B. Heintzman to the Board of Campaign Finance. THE MOTION PREVAILED.

Meeting recessed at 2:20 p.m

Meeting re-convened at 4:40 p.m.

Representative Johnson, J. moved Amendment H3014A4 before committee.

HF3014 (Smith.) Driver's license, permit, and identification permits regulation provided; and federal conformity provided.

Representative Smith discussed HF 3014.

Testifying before committee on HF 3014 were the following individuals:

Pat McCormach, Department of Public Safety, Director of DVS;
Jesus Purisaca, Minneapolis, Mn;
Alan Goldfarb, AILA;
Twila Brase, Citizens Council on Healthcare.

Representative Johnson, J. renewed his motion that HF 3014 pass, as amended, and be re-referred to the general register. THE MOTION PREVAILED.
