MINUTES
Representative Chris DeLaForest, Vice Chair of the Civil Law and Elections Committee called the thirty-ninth meeting to order at 12:35 p.m. April 3, 2006 in the Basement Hearing Room, State Office Building, St. Paul, MN.
The Clerk noted the roll.

Vice Chair DeLaForest moved HF 3674 to pass, and be re-referred to the Public Safety Policy and Finance Committee.
Representative Paymar discussed HF 3674.
HF 3674 (Paymar) Hmong marriage solemnization provided, Mej Koob requirements provided, criminal penalties imposed for solemnizing a prohibited marriage, and filing requirements clarified for certain Quaker marriages.
Representative Paymar moved to amend HF 3674 as follows:
Page 1, line 1.9 through 1.24 – and Page 2, Lines 2.1 – 2.2, (delete Section 1)
Page 2, Line 2.12 – delete “this chapter” and insert “section 517.02”
