MINUTES


Representative Buesgens, Chair of the Education Policy and Reform Committee, called the twenty-third meeting to order at 8:20AM on Tuesday, April 5, 2005, in Room 200 of the State Office Building. A quorum was present.

The Clerk noted the roll.

Rep. Olson moved that HF867 be recommended to pass and be re-referred to the committee on Education Finance.

Page 2, line 11, after “in”, insert “original source”.
Rep. Olson moved to amend his oral amendment as follows, and incorporated it into his amendment:
Page 1, line 18, after “the”, insert “original source”.

HF1661 Olson): Character development education promoted in schools.

Rep. Olson moved that HF1661 be recommended to pass and be re-referred to the committee on Education Finanace.

Rep. Olson moved the following oral amendment to HF1661:
Page 1, line 15, after “are”, insert “not limited to, but may”.
Page 1, line 16, delete “encouraged to”.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Carlson moved the following oral amendment to HF1661:
Page 1, lines 15-17, Delete “Districts are encouraged to use programs such as Character First and Character Counts.”
THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Olson renewed his motion that HF1661, as amended, be recommended to pass and be re-referred to the committee on Education Finance. THE MOTION PREVAILED.

HF1273 (Demmer): Teacher contract negotiation during school year prohibited and January 15 contract settlement penalty repealed.

Rep. Buesgens moved that HF1273 be placed before the committee.

Rep. Demmer moved the H1273A2 amendment to HF1273.

Rep. Demmer presented the H1273A2 amendment.

Testifying on the H1273A2 amendment:

Rep. Davnie moved that HF1273 be re-referred to the committee on Jobs without recommendation.

Rep. Buesgens moved a recess of the committee.

Rep. Davnie requested a rollcall of the motion to recess. It was decided that it was the chair’s prerogative to recess.

Rep. Buesgens recessed the committee at 10:16 AM.

The committee did not reconvene as intended.
