Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the sixteenth meeting to order at 10:23 am on Wednesday, February 23, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:20:23 AM Representative Neil Peterson moved the approval of the minutes of Tuesday, February 22, 2005. THE MOTION PREVAILED.

HF171 (Anderson, B.) relating to veterans; authorizing license plates for veterans of global war on terrorism; amending Minnesota Statutes 2004, section 168.123, subdivisions 1, 2.

10:20:55 AM Representative Wardlow moved that HF171 be recommended to pass and be re-referred to the Committee on Transportation Policy.

10:21:13 AM Representative Wardlow moved the H0171A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF1036 (Seifert) relating to state government; the Office of Administrative Hearings; providing state copies of Minnesota Rules to the office; regulating hearings and cases; providing rulemaking; assessing costs; amending Minnesota Statutes 2004, sections 14.47, subdivision 8; 14.50; 14.51; 14.53; 14.62, subdivision 2a; 176.411, subdivision 1.

10:41:54 AM Representative Seifert moved the H1036A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:01:21 AM Representative Kahn moved to amend HF973 as follows:
Pages 3-4, strike: Section 4.

THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:33:59 AM Representative Mahoney moved the H0973A2 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:58:48 AM Representative Demmer renewed his motion that HF973 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED AND THE BILL WAS PASSED.

The meeting was adjourned at 11:58 am.
