GOVERNMENTAL OPERATIONS & VETERANS AFFAIRS COMMITTEE
MINUTES
Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the forty fourth meeting to order at 10:28 AM on Tuesday, March 14, 2006, in Room 5 of the State Office Building.
The Clerk noted the roll.

Representative Ruth Johnson moved the approval of the minutes of Thursday, March 9, 2006. THE MOTION PREVAILED.
HF2341 (Abrams) Legislative Coordinating Commission and subordinate agency governing provisions modified, Legislative Commission on Minnesota-Ontario matters eliminated, Compensation Council membership and operation modified, and money appropriated.
Representative Kathy Tingelstad moved that HF2341 be recommended to pass to the General Register.
Representative Kathy Tingelstad corrected the typing error on HF2341 as follows:
Page 1, Line 24, delete “7” and insert “8”

Representative Phyllis Kahn moved to amend Representative Tingelstad’s motion to pass HF2341 to the General Register as follows:
Striking “General Register” and inserting “Consent Calendar”
Representative Kathy Tingelstad incorporated that change within her motion.
Representative Kathy Tingelstad renewed her motion that HF2341 be recommended to pass as corrected and be placed on the Consent Calendar. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE CONSENT CALENDAR.
HF3268 (Abrams) Minnesota Biomedical Sciences Research Facilities Authority and project funding program established, fund application process provided for the University of Minnesota, and bonds issued.
Representative Kathy Tingelstad moved that HF3268 be recommended to pass and be referred to the Committee on Higher Education.
Representative Kathy Tingelstad moved the H3268A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kathy Tingelstad recognized members of the Minnesota Literacy Council in the audience.
Representative Diane Loeffler requested that HF3268 return to the Committee on Governmental Operations & Veterans Affairs after being heard in other House policy committees.
Representative Kathy Tingelstad renewed her motion that HF3268 as amended be recommended to pass and be referred to the Committee on Higher Education. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON HIGHER EDUCATION.
