Chair Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the forty sixth meeting to order at 10:31 AM on Thursday, March 16, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

Representative Aaron Peterson moved the approval of the minutes of Wednesday, March 15, 2006. THE MOTION PREVAILED.

HF2847 (Ozment) Minneapolis Teachers Retirement Fund Association and Teachers Retirement Association merged, contribution rates adjusted, benefit increase provided, technical changes provided, and money appropriated.

Chair Tingelstad moved that HF2847 be recommended to pass and be referred to the Committee on State Government Finance.

Chair Tingelstad moved the H2847-A4 amendment.

Chair Tingelstad recognized all of the teachers and former teachers in the audience.

HF2362 (Smith) Minneapolis Teachers Retirement Fund Association and expanded list plans mutual fund authority clarified, and investment authority revised to exclude below-investment grade bonds.

Chair Tingelstad moved that HF2362 [also known as Pension Bill I] be recommended to pass and be referred to the Committee on State Government Finance.

Chair Tingelstad moved the LCPR06-121 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Severson assumed the gavel at 12:05 PM.

HF3418 (Hansen) Board of Water and Soil Resources drainage authorities reports required and work group created.

Chair Tingelstad moved that HF3418 be recommended to pass and be referred to the Committee on Agriculture & Rural Development.

Chair Tingelstad moved the H3418A1 amendment.

Chair Tingelstad moved to update H3418A1 as follows:

Line 1.5, delete “consensus” and insert “and findings” after recommendations

Line 1.13, delete “reducing barriers” and insert “identify barriers and promote incentives”

Line 1.16, after “counties,” insert “industry, and”

Representative Wardlow moved to amend the A06-1215 amendment as follows:

After line 2.9, insert the following paragraph:
“(c) The cost to purchase service credit under this section must be made in accordance with Minnesota Statutes, section 356.551”

HF2367 (Smith) Correctional state employees retirement plan process for evaluation of potential inclusions in plan coverage required.
