Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the nineteenth meeting to order at 10:24 am on Wednesday, March 02, 2005, in Room 5 of the State Office Building.

10:24:48 AM Representative Phyllis Kahn moved the approval of the minutes of Tuesday, March 1, 2005. THE MOTION PREVAILED.

HF307 (Cornish) relating to animal health; providing for regulation of certain cervidae by the Board of Animal Health; amending Minnesota Statutes 2004, sections 17.452, by adding a subdivision; 35.155; proposing coding for new law in Minnesota Statutes, chapter 35; repealing Minnesota Statutes 2004, sections 17.451; 17.452, subdivisions 6, 6a, 7, 10, 11, 12, 13, 13a, 14, 15, 16.

HF826 (Ozment) relating to the environment; creating the Clean Water Legacy Act; providing authority, direction, and funding to achieve and maintain water quality standards for Minnesota's surface waters in accordance with section 303(d) of the federal Clean Water Act; appropriating money; proposing coding for new law in Minnesota Statutes chapter 446A; proposing coding for new law as Minnesota Statutes, chapter 114D.

Page 1, line 6, delete "(1)"
Page 1, line 7, after ";" insert after "and"
Page 1, line 8-14, delete everything and insert "a list of potential implementation options, including a range of estimates of the cost of implementation and individual wasteload data for any point sources addressed by the TMDL. The implementation information does not need to be sent to the EPA for review and approval."

11:53:48 AM Representative Seifert renewed his motion to adopt the revised A05-0125 Amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:54:22 AM Representative Tingelstad moved the H0826A21 Amendment.

11:54:49 AM Representative Mahoney moved to amend the H0826A21 Amendment by incorporating the H0826A20 Amendment.

11:55:17 AM Representative Mahoney moved to amend the H0826A20 Amendment as follows:

Page 1, line 7, after TMDL, insert "when volunteers are not used"

THE MOTION PREVAILED AND THE H0826A20 AMENDMENT WAS ADOPTED.

12:07:51 PM Representative Tingelstad renewed her motion to adopt the H0826A21 Amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

12:08:21 PM Representative Tingelstad moved that HF826 be officially laid over until the next Governmental Operations and Veterans Affairs Committee hearing, Thursday, March 3, 2005.
