Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-third meeting to order at 10:26 AM on Tuesday, March 28, 2006, in the room 5 of the State Office Building.

HF1862 (Abeler) Health care cost containment, charity care, and public employees insurance program provided; private sector health coverage and service cooperatives provisions modified; medical liability provided, and money appropriated.
Chair Tingelstad moved that HF1862 be recommended to pass and be referred to the Committee on Health Policy & Finance.
Chair Tingelstad moved the H1862A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Tingelstad moved to orally amend H1862 as follows:

and Economic Opportunity Policy & Reform”
Chair Tingelstad accepted Representative Kahn’s oral amendment.

Representative Kahn withdrew her motion which would have sent HF3598 to the Committee on Jobs and Economic Opportunity Policy & Finance.
Representative McNamara renewed his motion to amend the original motion as follows:
Delete “be recommended to pass and be placed on the General Register” and insert “be
passed without recommendation and be referred to the Committee on State Government
Finance”
Chair Tingelstad accepted Representative McNamara’s amendment and incorporated the change in her original motion.

HF3718 (Hornstein) State purchasing of plug-in hybrid electric vehicles required in certain bid documents, funding provided to retrofit flexible fuel vehicles to operate as plug-in hybrid vehicles, and money appropriated.

Representative Olson moved the H3925A4 amendment, incorporating the following oral changes within the H3925A4 amendment.
Page 3, line 4, after “among” insert “counties,”
Page 3, after “towns” delete “are necessary” and insert “should be encouraged”
