Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-fourth meeting to order at 10:34 AM on Thursday, March 30, 2006, in the room 5 of the State Office Building.

Representative Haws moved the approval of the minutes of Monday, March 27, 2006. THE MOTION PREVAILED.

HF3139 (Johnson, S.) State building projects funded with state bonds climate neutral policy established.
Representative Sheldon Johnson moved that HF3139 be recommended to pass and be referred to the Committee on Regulated Industries.
Representative Johnson moved the H3139DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF3244 (Tingelstad) Trafficking data analysis and usage by public safety commissioner required, policy establishment to assist trafficking victims required, human trafficking task force and trafficking coordinator position created, and penalties enhanced.
Representative Tingelstad moved that HF3244 be recommended to pass and be referred to the Committee on Public Safety Policy & Finance.
Representative Tingelstad moved to orally amend HF3244 as follows:
Page 4, line 18, delete “21” and insert “22”
Page 4, line 35 before “the” insert “a representative of”
Page 5, line 6, delete “and”
Page 5, after line 6, insert: “(14) a representative of the United States Attorneys Office;
and”
Page 5, line 7, delete “(14)” and insert ”(15)”

Representative Sheldon Johnson renewed his motion that HF3139 be recommended to pass as amended and be referred to the Committee on Regulated Industries. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON REGULATED INDUSTRIES.
HF3781 (Tingelstad) Legislative training forums provided, schedule established for consideration of legislation, budget bill content limited, conference committee procedures specified, and money appropriated.
Chair Tingelstad moved that HF3781 be brought up for discussion, to be laid over for future consideration.
Representative Neil Peterson assumed the gavel at 11:44 AM.
