MINUTES
Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-seventh meeting to order at 9:16 AM on Wednesday, May 3, 2006, in the room 5 of the State Office Building.

Representative Hosch moved the approval of the minutes of Thursday, April 6, 2006. THE MOTION PREVAILED.
Chair Tingelstad moved that HF2294 be recommended to pass and be referred to the Committee on Local Government.
HF2294 (Westerberg) Anoka County football stadium financing provided, stadium authority established, and county authorized to levy and collect certain taxes.
Chair Tingelstad moved the H2294DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Tingelstad moved the A06-1658 amendment. THE MOTION FAILED. Representative Kahn called for a division. There being 9 ayes and 10 nays: THE MOTION FAILED.
Representative Ruth Johnson moved the H2294A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Loeffler moved the H2294A7 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Loeffler moved the H2294A13 amendment.
Representative Neil Peterson requested that the H2294A13 amendment be divided between line 1.13 and 1.14 and voted on as two separate pieces.
Representative Loeffler renewed her motion on the second part of the H229A13 amendment, specifically on lines 1.14 though 1.18. THE MOTION PREVAILED. Representative Kahn called for a division. There being 16 ayes and 5 nays: THE MOTION PREVAILED AND LINES 1.14 through 1.18 OF THE AMENDMENT WERE ADOPTED.
Representative Loeffler withdrew her motion pertaining to lines 1.1 through 1.13 of the H229A13 amendment (the first part of the amendment).
Representative Kahn moved the H2294A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Kahn moved the H2294A4 amendment.
Representative Severson assumed the gavel at 11:12 am.
Representative Kahn renewed her motion on the H2294A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Tingelstad resumed the gavel at 11:21 am.
Representative McNamara moved the H2294A12 amendment.
Representative McNamara incorporated the following within the H2294A12 amendment:
Line 1.6, after “act” insert “and before the bonds are defeased,”

Representative Loeffler moved the H2294A9 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Tingelstad also noted that since it is after third deadline, the bill will first go to the Committee on Rules & Legislative Administration.

THE MOTION PREVAILED AND HF2294 WAS REFERRED TO THE COMMITTEE ON LOCAL GOVERNMENT. Representative Kahn called for a division.
