Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirty-first meeting to order at 7:07 p.m. on Tuesday, March 29, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

HF227 (Blaine) Family planning grant funds use limited to exclude abortion services.
Rep. Bradley renewed his motion that HF 227 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

There being 10 Yes votes and 3 No votes, THE MOTION PREVAILED. HF 227, as amended, was laid over for possible inclusion in the Health Policy & Finance omnibus bill.

HF1921(Wilkin) Medical treatment of minors consent provisions modified, parental access to minor's records authorized, and minor consent agreements provided.

Rep. Wilkin moved HF 1921 be recommended to pass.

HF1272 (Ruth) Marriage and family therapy included in definition of professional services, and marriage and family therapist practice of services in combination authorized.

Rep. Bradley moved the Committee adopt the Subcommittee Report on HF 1272. THE MOTION PREVAILED. The Subcommittee Report was adopted.

Rep. Bradley moved HF 1272 be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions.

HF1294 (Abeler) Social work statutes and rules recodified, rulemaking authorized, penalties provided, and money appropriated.

Rep. Huntley moved the Committee adopt the Subcommittee Report on HF 1294. THE MOTION PREVAILED. The Subcommittee Report was adopted.



Rep. Abeler moved the engrossed version of HF 1294 (see Document H1294UE-1 attached) be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Abeler moved to amend HF 1294 (Document H1294UE-1), (see Amendment A05-0387 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF855 (Abeler) Antihemophilic factor drug exemption provision sunset removed.

Rep. Abeler moved HF 855 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Abeler renewed his motion that HF 855 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

HF1816 (Emmer) Mental health services coverage extended, and children's mental health and civil commitment provisions modified.

Rep. Bradley moved HF 1816 be recommended to pass.

Rep. Emmer moved to amend HF 1816 (see Amendment H1816A3 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Randall Chun, House Fiscal, responded to members’ questions.

Rep. Emmer modified his motion and moved that HF 1816, as amended, be recommended to pass and be re-referred to the Committee on Civil Law and Elections.


The next meeting will be held on Wednesday, March 30, 2005, at 10:15 a.m.

The meeting was adjourned at 9:15 p.m.
