MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirty-second meeting to order at 10:19 a.m. on Wednesday, March 30, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Bradley moved approval of the minutes of March 22 and March 23, 2005. THE MOTION PREVAILED. The minutes were approved.

HF947 (Klinzing) Optional record of birth resulting in stillbirth provided

Rep. Bradley moved HF 947 be recommended to pass.

Rep. Bradley moved to amend HF 947 (see Amendment H0947A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved HF 309 be recommended to pass and be re-referred to the Committee on Taxes.

HF586 (Abeler) Long-term care partnership program authorized, medical assistance eligibility requirements modified, approved long-term care policies defined, medical assistance estate recovery limited

Rep. Abeler moved HF 586 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Abeler moved to amend HF 586 (see Amendment H0586A2-1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler moved to amend HF 586 as follows:

Page 3, line 26, delete "100" and insert "180"

HF1574 (Samuelson) Home care services reimbursement rates increased

Rep. Samuelson moved HF 1574 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Jeff Bangsberg of Minnesota HomeCare Association responded to members’ questions concerning HF 1574.

HF1951 (Bradley) Long-term care provisions modified

Rep. Bradley moved HF 1951 be recommended to pass.

Rep. Bradley moved to amend HF 1951 as follows:

Page 5, line 22, delete "or" and insert "and"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley presented HF 1951.

Rep. Bradley modified his motion and moved that HF 1951, as amended, be recommended to pass and be placed on the consent calendar. THE MOTION PREVAILED.

HF61 (Thissen) Caregiver sick leave benefits support provided, home care income tax credit established, and money appropriated

Rep. Thissen moved HF 61 be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions.

Rep. Thissen moved to amend HF 61 (see Amendment H0061DE2 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen presented HF 61.

Rep. Thissen renewed his motion that HF 61, as amended, be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions. THE MOTION PREVAILED.
