MINUTES
Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirtieth meeting to order at 10:19 a.m. on Wednesday, March 23, 2005 in Room 10 of the State Office Building.
The Clerk noted the roll.

A quorum was present.
Chair Bradley announced that the following bills are being referred to the Health Care Cost Containment Division:
HF 771 (Abeler) Evidence-based health care guidelines provided
HF 840 (Abeler) Prescription drug wholesale distributor requirements modified
HF 1861 (Abeler) Health care best practices guidelines modified, and quality improvement investment program established.
HF 1863 (Abeler) Electronic medical record system loan program fund established, bonds issued, and money appropriated
HF 1864 (Abeler) Coordinated statewide health improvement action plan provided, health plans required to issue coverage to all applicants and charge community rates, income tax deduction provided, coverage maintenance required, and money appropriated.
HF1040 (Finstad) School and mental health provider collaboration task force established.
Rep. Finstad moved HF 1040 be recommended to pass and be re-referred to Education Policy and Reform.
Rep. Finstad presented HF 1040.

Katherine Schill, House Fiscal Analyst, explained the fiscal note.
Rep. Finstad renewed his motion that HF 1040 be recommended to pass and be re-referred to the Committee on Education Policy and Reform.

HF235 (Otremba) Unborn Child Pain Prevention Act adopted, and criminal penalties imposed.
Rep. Otremba moved HF 235 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Thissen moved to amend HF 235 as follows:

The motion did not prevail. The amendment was not adopted.
