MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the sixty-fifth meeting to order at 10:23 a.m. on April 4, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Powell moved approval of the minutes of March 27, March 28, March 29, and March 30, 2006. THE MOTION PREVAILED. The minutes were approved.

HF3235 (Peppin) Vulnerable adult criminal neglect penalties created.

Rep. Peppin moved HF 3235 be recommended to pass and be rereferred to the Committee on Public Safety Policy and Finance.

Rep. Peppin presented HF 3235.

Rep. Peppin renewed her motion that HF 3235 be recommended to pass and be rereferred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.

HF3665 (McNamara) Veterans Homes Board authorized to conduct certain meetings by telephone or other electronic means.

Rep. Bradley moved HF 3665 be recommended to pass.

Rep. McNamara presented HF 3665.

Rep. Bradley renewed his motion that HF 3665 be recommended to pass. Rep. Bradley modified his motion and moved that HF 3665 be recommended to pass and be placed on the Consent Calendar. THE MOTION PREVAILED.

Vice Chair Brad Finstad assumed the gavel.

HF3144 (Bradley) Assisted living services requirements established, procedures specified, and home care provider categories modified.

Rep. Bradley moved HF 3144 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley presented HF 3144.

Rep. Bradley moved to amend HF 3144 (see Amendment H3144A4 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3144 (see Amendment H3144A3-2 attached).

Marie Zimmerman, House Fiscal Analyst, responded to members’ questions concerning fiscal impact.

HF3714 (Johnson) Methamphetamine coordinator established within the health department, and money appropriated.

Rep. Bradley moved HF 3714 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 3714 as follows:

Page 2, line 2.13, after "calls" insert:

“on a 24-hour-per-day toll free telephone number established and
maintained by the Commissioner of Health"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3658 (see Amendment H3658A5 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF 3658 (see Amendment H3658A6 attached). The motion did not prevail.

Division was called.

After a show of hands, there were seven YES votes and nine NO votes. The motion did not prevail.

The Chair laid over HF 3658, as amended, for possible inclusion in the Health Policy and Finance omnibus bill.

HF3258 (Brod) Abortion notification data reporting required and civil penalties provided.

Rep. Bradley moved HF 3258 be recommended to pass.

After brief discussion, Rep. Bradley renewed his motion that HF 3258 be recommended to pass and be rereferred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 934 (Brod) Compulsive gambling prevention and education funding provided, and money appropriated

Rep. Bradley moved HF 934 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 934 (see Amendment A06-1387A attached).

Rep. Brod presented HF 934.

HF 3936 (Simpson) Campground backflow prevention established

Rep. Bradley moved HF 3936 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Simpson explained the following oral amendment to HF 3936:

At 11:45 a.m., the Chair called a recess until 4:30 p.m. in Room 10 of the State Office Building.

Chair Fran Bradley reconvened the meeting at 4:40 p.m. in Room 10 of the State Office Building.

HF3283 (Abeler) Qualified long-term care insurance regulatory changes provided, and long-term care partnership program requirements modified.

Rep. Abeler moved HF 3283 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Abeler moved to amend HF 3283 (see Amendment H3283A5 attached). Rep. Abeler incorporated handwritten changes on Amendment H3283A5.

HF1862 (Abeler) Health care cost containment, charity care, and public employees insurance program provided; private sector health coverage and service cooperatives provisions modified; medical liability provided, and money appropriated.




Rep. Abeler moved HF 1862 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Abeler moved to amend HF 1862 (see Amendment H1862A15 attached). Rep. Abeler incorporated an oral amendment to Amendment H1862A15 as follows:

Page 1, line 1.1, delete “first" and insert “second"

Tom Pender, House Research Analyst, clarified language in Amendment H1862A18.

A vote was taken on Amendment H1862A18. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The Chair laid over HF 1862, as amended, for possible inclusion in the Health Policy and Finance omnibus bill.

HF2438 (Abeler) Health plan innovation and regulation provided, health plan companies and plans requirements modified, consumer information disclosure required, reports and studies required, and cost-containment initiatives implemented.

Rep. Abeler moved HF 2438 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Abeler moved to amend HF 2438 with an oral delete everything amendment to insert all of the language of HF 1862, as amended by the committee tonight, except for the PEIP article (article 3) of HF 1862.

A vote was taken on HF 2438 with Rep. Abeler’s oral delete everything amendment. The motion did not prevail.

The next meeting of the Health Policy and Finance Committee will be at the Call of the Chair.
