Representative Morrie Lanning, Vice-Chair of the Local Government Committee, called the twenty-first meeting to order at 11:50 A.M. on Friday, April 1, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was present.


HF1732 (Blaine) Agricultural loan provisions modified, livestock equipment pilot loan program established, livestock zoning requirements modified, town road repairs funding provided, and money appropriated.

Without objection HF1732 and the Marquart Motion that HF1732, the first engrossment, be recommended to pass and be re-referred to the Committee on Transportation Finance were taken from the table.

Representative Olson assumed the Chair.

The Chair entertained any motions relative to HF1971, HF2060, or HF2061. There were none.


HF1293 (Howes) Snowmobile two-way operation on either side of local road allowed when authorized.

OLSON, Mark moved HF1293 be recommended to pass.

Representative Howes provided testimony on and responded to the Committee’s questions regarding HF1293.

OLSON, Mark moved to recommend HF1293 be amended as follows:

HF1939 (Solberg) Group health insurance arrangement of local governments to provide the same coverage to each participating governmental unit permitted.

LENCZEWSKI, Ann moved HF1939 be recommended to pass and be re-referred to the Committee on Health Policy and Finance.

Without objection the Committee waived Rule 6 so as to allow the H1939A1 amendment to be considered.

HILSTROM, Debra moved HF1280 be recommended to pass and be re-referred to the Committee on Transportation.

HF0931 (Anderson, B.) Local ordinances discriminating among motor vehicles with a certain gross vehicle weight prohibited.

ANDERSON, Bruce moved HF0931 be recommended to pass.

HF0587 (Buesgens) Quarterly Election Day Act of 2005 established, providing for election days for state and local elections other than special elections to fill a vacancy.

OLSON, Mark moved HF0587, the first engrossment, be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

Without objection HF1174 and the Olson Motion that HF1174 be recommended to pass were taken from the table.

At the request of the Chief Author and without objection the Olson Motion was amended so as to recommend HF1174 be re-referred to the Committee on Transportation Finance.
