MINUTES


Representative Steve Smith, Chair of the Public Safety Policy and Finance Committee, called the twenty-second meeting to order at 10:24 a.m. on Thursday, March 3, 2005 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Newman moved approval of the minutes of March 2, 2005, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Smith moved HF1252 relating to government appeals defined as not requiring payment of defendant's attorney fees and costs under certain circumstances.

Rep. Smith and Rep. Lesch presented HF1252 and HF1253.

Rep. Smith moved to amend HF1252 with H1252A3 amendment. THE AMENDMENT WAS INCORPORATED.

Rep. Johnson assumed the Chair.

Rep. Johnson laid HF1252 over as amended for possible inclusion in the Public Safety Policy and Finance Omnibus Bill.

Rep. Smith moved HF 1109 relating to Firefighting training and education board revived and reenacted.

Rep. Smith presented HF1109.

Testifying on HF1109:

Mike Stockstead, Minnesota Professional Firefighters Association

Rep. Smith renewed his motion to pass HF1109 and that it referred to the Committee on Governmental Operations and Veteran Affairs. THE MOTION PREVAILED.

Rep. Smith resumes the chair.

Rep. Nelson moved HF988 relating to gang member crime against a child crime classification established.

Rep Lesch presented HF988.

Testifying on HF988:

Maggie Doran, Citizen
James Oym, Advocate for Crime Victims.

Rep. Smith laid HF988 over for possible inclusion in the Public Safety Policy and Finance Omnibus Bill.

Rep. Hilstrom moved SF379 relating to retired court commissioners Ramsey county district court appointment.

Rep. Lesch presented SF379.

Testifying on SF379:

Judge Greg Johnson, Chief Judge, Second Judicial District
Sandy Neren, Messerli and Kramer

Rep. Hilstom renewed her motion that SF379, be recommended to pass, and that it be referred to the Committee on Ways and Means. THE MOTION PREVAILED.
