Representative Steve Smith, Chair of the Public Safety Policy and Finance Committee, called the thirty-fourth meeting to order at 10:25 a.m. on Tuesday, April 5, 2005 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Eastlund assumed the Chair.

Rep. Smith moved HF2108 (Smith) relating to theft crime definition expanded and clarified relating to taking property with or without having a legal interest.

Rep. Smith presented HF2108.

The Chair laid HF2108 over for possible inclusion in the Public Safety Policy and Finance Omnibus Bill.

Rep. Smith assumed the Chair.

Rep. Murphy moved HF1980 (Murphy) relating to flammable liquids, explosives, and fireworks provisions modified; smoke detector requirements provided and obsolete State Fire Code provisions removed.

Rep. Smith moved HF2116 (Emmer) relating to campaign finance disclosure requirements increased; contributions to political committees, funds, and party units limited; release from spending limits provided in case of certain independent expenditures; and party expenditures limited.

Rep. Emmer presented HF2116.

Rep. Smith moved to amend HF2116 with the H2116A3 amendment. THE MOTION PREVAILED.

Rep. Smith moved to orally amend HF2116 as amended as follows:

Page 1, line 19, insert after the “a” the word “broadcast” THE MOTION PREVAILED.
