MINUTES


Representative Steve Smith, Chair of the Public Safety Policy and Finance Committee, called the thirty-fifth meeting to order at 8:12 a.m. on Friday, April 8, 2005 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Newman moved approval of the minutes of April 4, 2005, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Newman moved approval of the minutes of April 5, 2005, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Soderstrom moved HF928 (Soderstrom) relating to parole board established and regulations provided, parole eligibility prescribed, board authorized to determine civil commitment status of Level III sex offenders, and money appropriated.

Rep. Soderstrom moved to amend HF928 with the H0928A5 amendment.

Rep. Soderstrom renewed his motion amend HF928 with the H0928A5 amendment. THE MOTION PREVAILED.

Rep. Soderstrom renewed motion that HF928 be recommended to pass, as amended, and that it be referred to Ways and Means.

Rep. Cornish moves to amend the Soderstrom motion to pass HF928 without recommendations to the Committee on Ways and Means.

The Chair was in doubt. By a show of hands 7 Ayes and 5 Nayes. THE MOTION PREVAILED.

Rep. Smith moved HF498 (Knoblach) relating to public safety radio communication system products and services sales and use tax exemption expanded and made permanent, subsystem definition and bonds use expanded, dollar limits increased, and money appropriated.

Rep. Smith moved to amend HF498 with the A05-0519 amendment.

Rep. Cornish moved HF2349 (Cornish) relating to bullet-resistant vest purchase reimbursement exception provided for zylon-based vests.

Rep. Smith moved HF1266 (Bradley) relating to discharge plans for offenders with mental illnesses modified, medical assistance eligibility clarified, prescription drug purchasing pool authorized, housing funds allocated to employment support, and money appropriated.

Rep. Hilstrom moved HF2351 (Hilstrom) relating to community reintegration of offenders provided by placement of certain offenders with less than 180 days to serve in county jails, and sheriffs authorized to electronically monitor offenders who are sentenced to work release.

Rep. Hilstrom moved to amend HF2351 with the H2351DE1 amendment. THE MOTION PREVAILED.

Rep. Smith moved HF1760 (Tingelstad) relating to trafficking in persons crimes specified, forfeiture of property provided, sex trafficking included in the promoting of prostitution crime, and forfeiture proceeds distribution formula modified.

Rep. Smith moved to amend HF1760 with the H1760A4 amendment. THE MOTION PREVAILED.
