Rep. Andy Westerberg called the fourteenth meeting to order at 4:35 p.m. on April 4, 2005 in Room 5 of the State Office Building.
The Clerk noted the roll.

A quorum was present.
Rep. Atkins moved approval of the minutes dated March 29, 2005 and March 30, 2005. The motion prevailed.
HF 1344 (Westrom) Community-based energy development tariffs required, and renewable energy resources and objectives modified.
Rep. Gunther moved that HF 1344 be brought before the committee for discussion.
Rep. Gunther moved to amend HF 1344 (H1344DE1 amendment).
The following individuals testified to the proposed H1344DE1 amendment to HF 1344:

Rep. Erickson moved to incorporate the following author’s amendment to the H1344DE1 amendment to HF 1344:

Rep. Gunther renewed the motion to amend HF 1344 (H1344DE1 amendment with author’s amendment incorporated). The motion prevailed.
Rep. Gunther moved the H1344A20 amendment be brought before the committee for discussion.

Rep. Gunther accepted the H1344A20 amendment as a friendly amendment and recommended incorporation into HF 1344, as amended. Amendment incorporated.
Rep. Westerberg moved that the H1344A17 amendment be brought before the committee for discussion.
Eric Swanson testified before the committee regarding the proposed H1344A17 amendment.
Rep. Westerberg moved to amend HF 1344, as amended, (H134417 amendment).
Rep. Erickson requested clarification from House Counsel of Minn. Stat. 272.029.
Rep. Westerberg renewed the motion to amend HF 1344, as amended, (H134417 amendment). The motion prevailed. The amendment was adopted.
Rep. Simpson moved to amend HF 1344, as amended, (H134418 amendment).

Rep. Beard assumed the gavel at 4:10 p.m.
Rep. Gunther moved to amend HF 1344, as amended, (H1344A19 amendment). The motion prevailed. The amendment was adopted.

Rep. Gunther renewed the motion that HF 1344, as amended, be recommended to pass and be re-referred to the committee on Jobs & Economic Opportunity Policy/Finance.
