Rep. Dean Simpson, Chair of the Liquor Subcommittee, called the fourth meeting to order at 10:05 a.m. on March 31, 2006 in Room 300S of the State Office Building.
The Clerk noted the role.

HF 3940 (Hoppe) Farm winery production of certain fortified wines authorized.
Rep. Simpson brought HF 3940 before the Liquor Subcommittee for discussion.
Patrick McCormack, House Research, provided an overview of HF 3940 to the subcommittee.

SF 3198/HF 3583 (Dempsey) Bed and breakfast facility on-sale wine license terms modified and consumption provisions authorized.
Rep. Emmer moved that HF 3583 be brought before the committee for consideration and possible inclusion in the Omnibus Local Liquor Bill (HF 3940).

Rep. Simpson moved that HF 2524 be brought before the committee for consideration and possible inclusion in the Omnibus Local Liquor Bill (HF 3940).

SF 2835/HF 3028 (Kelliher) Liquor license restrictions technical provision modified relating to Metropolitan State University.
Rep. Hoppe moved that HF 3028 be brought before the committee for consideration and possible inclusion in the Omnibus Local Liquor Bill (HF 3940).
Rep. Hoppe moved to amend HF 3028 (A-1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

SF 3484/HF3850 (Ozment) Farm wineries authorized to produce wines and fortified wines, amount of non-Minnesota produce that may be used in a farm winery operation increased, and phase-in allowed for start-up operations.
Rep. Hoppe noted that HF 3850 (Ozment) was pulled from the agenda at the request of the author.
SF 2850/HF 2827 (Kohls) On-sale wine and beer license issuance for culinary or cooking classes authorized.
Rep. Hoppe moved that HF 2827 be brought before the committee for consideration and possible inclusion in the Omnibus Local Liquor Bill (HF 3940).
Rep. Hoppe moved to amend HF 2827 (H2827A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Kohls moved to further amend the H2827A1 amendment to HF 2827 as follows:
