MINUTES
Rep. Andy Westerberg, Chair of the Regulated Industries – Gaming Division, called the meeting to order at 2:35 p.m. on March 1, 2005 in Room 5 of the State Office Building.
The Clerk noted the roll.

A quorum was present.
Rep. Hilty moved approval of the minutes for February 23, 2005. The motion prevailed.
HF 519 (Hackbarth) Texas hold'em tournaments legalized as social skill games under certain conditions.
Rep. Hackbarth moved that HF 519 be recommended to pass and be referred to the Regulated Industries Policy Committee.
Rep. Westerberg, in concurrence with Rep. Hackbarth, clarified the motion that HF 519 be brought before the committee for discussion and possible inclusion in the Omnibus Gaming Policy Bill.

Elisabeth Long, House Research, answered questions pertaining to Minn. Stat. 609.75, subd. 2 for the committee.
Rep. Hackbarth addressed closing comments to the committee pertaining to HF 519.
Rep. Westerberg renewed the motion that HF 519 be laid over for possible inclusion in the Omnibus Gaming Policy Bill. The motion prevailed.
HF 791 (Zellers) Video game of chance definition modified.
Rep. Zellers moved that HF 791 be brought before the committee for discussion and possible inclusion in the Omnibus Gaming Policy Bill.

Frank Ball, Director, Alcohol & Gambling Enforcement, Department of Public Safety, reviewed a proposed delete-all amendment to HF 791 with the committee.
Rep. Atkins suggested that House Research work with the chief author to further clarify the language and intent of the bill.
Rep. Zellers addressed closing comments to the committee pertaining to HF 791.
Rep. Zellers renewed the motion that HF 791 be laid over for possible inclusion in the Omnibus Gaming Policy Bill. The motion prevailed.
HF 1009 (Kahn) Casino operation by State Lottery in Minneapolis-St. Paul International Airport main terminal authorized and money appropriated.
Rep. Atkins moved that HF 1009 be brought before the committee for discussion and possible inclusion in the Omnibus Gaming Budget Bill.

Rep. Atkins requested a fiscal note on HF 1009.
Rep. Atkins renewed the motion that HF 1009 be laid over for possible inclusion in the Omnibus Gaming Budget Bill. The motion prevailed.
