MINUTES


Rep. Andy Westerberg, Chair of the Regulated Industries – Gaming Division, called the meeting unofficially to order at 2:35 p.m. on March 15, 2005 in Room 5 of the State Office Building.

The Clerk noted the roll.

Members excused: NONE

A quorum was present.

Rep. Westerberg addressed opening comments to the committee.

HF 1179 (Westerberg) Racing Commission card club duties clarified, and director of card clubs established.

Rep. Westerberg provided the committee with an overview of HF 1179.

Rep. Westerberg called the meeting officially to order at 2:35 p.m. A quorum was now present.

Rep. Erickson moved approval of the minutes for March 8, 2005. The motion prevailed.

The presentation regarding HF 1179 resumed.

Richard Krueger, Minnesota Racing Commission, testified before the committee.

Rep. Westerberg laid HF 1179 on the table.

HF 514 (Westerberg) Lottery board established.

Rep. Westerberg moved that HF 514 be recommended to pass and be re-referred to the Regulated Industries Committee.

Rep. Westerberg moved to amend HF 514 (H0514DE1 amendment). The motion prevailed. The amendment was adopted.

Rep. Westerberg renewed the motion that HF 514, as amended, be recommended to pass and be re-referred to the Regulated Industries Committee. The motion prevailed.

HF 1801 (Hackbarth) Lawful gambling definitions amended, and technical and conforming changes provided.



Rep. Hackbarth moved that HF 1801 be recommended to pass and be re-referred to the Regulated Industries Committee.

Rep. Hackbarth moved to amend HF 1801 (H1801DE1 amendment). The motion prevailed. The amendment was adopted.

Rep. Hackbarth moved to amend HF 1801, as amended, (A05-0268 amendment).

Rep. Hackbarth accepted the A05-0268 amendment as an author’s amendment and incorporated it into HF 1801, as amended.

Tom Barrett testified before the committee regarding the A05-0268 amendment.

Rep. Erickson moved to amend HF 1801, as amended, (A05-0279 amendment).

The following individuals testified before the committee regarding the A05-0279 amendment:

Rep. Erickson renewed the motion to amend HF 1801, as amended, (A05-0279 amendment). The motion prevailed. The amendment was adopted.

Rep. Hackbarth moved to incorporate HF 1092 into HF 1801, as amended.

Rep. Westerberg noted that he would like to see HF 1092 held over for interim study.

Rep. Hackbarth renewed the motion to incorporate HF 1092 into HF 1801, as amended. The motion prevailed. The amendment was adopted.

Rep. Hackbarth renewed the motion that HF 1801, as amended, be recommended to pass and re-referred to the Regulated Industries Committee. The motion prevailed.

Rep. Westerberg discussed the agenda for the Gaming Division meeting on Wednesday, March 16th and reminded the committee of the 24-hour rule for possible amendments.

Rep. Atkins discussed the conflict between the Civil Law Committee and the Gaming Division scheduled for Friday, March 18th.

Rep. Westerberg moved that the following House Files be sent to the Regulated Industries Committee without recommendation:

HF 803, HF 88, HF 519, HF 791. The motion prevailed.
