MINUTES


Representative Paulsen, Chair of the Committee on Rules and Legislative Administration, called the forty-second meeting to order at 2:36 p.m. on Monday, May 8, 2006 in Room 118 of the State Capitol.

The Clerk noted the roll.

A quorum was present.

The first matter under consideration was the approval of the minutes from the meeting on Thursday, April 27, 2006.

Rep. Johnson moved that the minutes be approved.

The MOTION PREVAILED; THE MINUTES FROM THE MEETING ON THURSDAY, APRIL 27, 2006 WERE APPROVED.

The second matter under consideration was the approval of the minutes from the meeting on Monday, May 1, 2006.

Rep. Hoppe moved that the minutes be approved.

The MOTION PREVAILED; THE MINUTES FROM THE MEETING ON MONDAY, MAY 1, 2006 WERE APPROVED.

The third matter under consideration was the approval of the Proposed Calendar for the Day for Tuesday, May 9, 2006.

Rep. Paulsen moved that the Proposed Calendar for the Day be approved.

The MOTION PREVAILED; THE PROPOSED CALENDAR FOR THE DAY FOR TUESDAY, MAY 9, 2006 WAS APPROVED.

The fourth matter under consideration were bills pursuant to Joint Rule 2.03.

The first bill was SF1525 (Smith).

Rep. Smith moved that SF1940 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Smith explained why SF1940 did not meet committee deadlines.

Rep. Seifert moved the A9 amendment to SF1525 be adopted.

Rep. Seifert presented the A9 amendment.

Rep. Seifert renewed his motion that the A9 amendment be adopted.

The MOTION PREVAILED; THE A9 AMENDMENT TO SF1525 WAS ADOPTED.

Rep. Smith renewed his motion that SF1525 be recommended to pass and amended and placed on the General Register.

The MOTION PREVAILED; SF1525 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The second bill was HF3442 (Juhnke).

Rep. Juhnke moved that HF3442 be recommended to pass, pursuant to Joint Rule 2.03, and be placed on the General Register.

Rep. Juhnke explained why HF3442 did not meet committee deadlines.

Rep. Juhnke moved that the A3 amendment to HF3442 be adopted.

Rep. Juhnke presented the A3 amendment.

Discussion.

Rep. Juhnke renewed his motion that the A3 amendment be adopted.

The MOTION PREVAILED; THE A3 AMENDMENT TO HF3442 WAS ADOPTED.

Rep. Juhnke renewed his motion that HF3442 be recommended to pass as amended and placed on the General Register.

The MOTION PREVAILED; HF3442 WAS RECOMMENDED TO PASS AS AMENDED AND BE PLACED ON THE GENERAL REGISTER.

The third bill was HF3546 (Ozment).

Rep. Ozment moved that HF3546 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Ozment explained why HF3546 did not meet committee deadlines.

Rep. Ozment renewed his motion that HF3546 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; HF3546 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The fourth bill was HF3605 (Ozment).

Rep. Ozment moved that HF3605 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Ozment explained why HF3605 did not meet committee deadlines.

Rep. Ozment renewed his motion that HF3605 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; HF3605 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The fifth bill was SF762 (Ozment).

Rep. Ozment moved that SF762 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Ozment explained why SF762 did not meet committee deadlines.

Discussion.

Rep. Ozment withdrew his motion and moved that SF762 be recommended to pass.

Rep. Ozment moved that the HDA561 amendment to SF762 be adopted.

Rep. Ozment explained the HDA561 amendment.

Rep. Ozment renewed his motion that the HDA561 amendment be adopted.

The MOTION PREVAILED; THE HDA561 AMENDMENT WAS ADOPTED.

Rep. Ozment renewed his motion that SF762 be recommended to pass as amended and be placed on the General Register.

The MOTION PREVAILED; SF762 WAS RECOMMENDED TO PASS AS AMENDED AND BE PLACED ON THE GENERAL REGISTER.

The sixth bill was HF2862 (Brod).

Rep. Paulsen moved that HF2862 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Brod explained why HF2862 did not meet committee deadlines.

Discussion.

Rep. Paulsen renewed his motion that HF2862 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; HF2862 WAS RECOMMENDED TO PASS AND BE
PLACED ON THE GENERAL REGISTER.

The seventh bill was HF4112 (Eastlund).

Rep. Paulsen moved that HF4112 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Paulsen renewed his motion that HF4112 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; HF4112 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.
