MINUTES


Representative Pete Nelson, Vice Chairman of the Transportation Policy Committee, called the Eighteenth meeting to order at 3:30 PM on Tuesday, March 29, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Nelson moved approval of HF1896 (Westrom) Recreational vehicle combinations redefined to include certain combinations hauling horse trailers and related vehicles, maximum gross weights increased on non interstate highways, and permits required, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Westrom presented HF1896.

Bruce Kleven, MN State Cattlemen’s Association.
Presenting testimony in opposition to HF1896 was:
Brian Erickson, MN State Patrol.

Rep. Nelson renewed his motion approve HF1896 and re-refer it to the Committee on Transportation Finance.

Rep. Nelson amended his motion to approve HF1896 and re-refer it to the Committee on Transportation Finance without recommendation. THE MOTION PREVAILED.

Rep. Erhardt assumed the Chair.

Rep. Erhardt moved approval of HF1087(Powell) Seat belt violation primary offense provided regardless of age in all seating positions, and fine increased, and recommended it be re-referred to the Committee on Public Safety.

Rep. Powell presented HF 1087.

Rep. Erhardt renewed his motion to approve HF 1087(Powell) and re-refer it to the Committee on Public Safety. THE MOTION PREVAILED.

Rep. Erhardt moved approval of HF1702 (Smith) Railroad company prohibited from obstructing treatment of railroad worker injured on the job or from disciplining or threatening to discipline injured employee for requesting treatment or first aid, and recommended it be sent to the Committee on Jobs and Economic Opportunity Finance.

Rep. Erhardt moved the H1702 amendment to HF1702. THE MOTION PREVAILED.

Rep. Smith presented HF1702 as amended.

Rep. Erhardt renewed his motion to approve HF1702 (Smith), as amended, and re-refer it to the Committee on Jobs and Economic Opportunity Finance. THE MOTION PREVAILED.

Rep. Erhardt moved approval of HF1049 (Clark) Minneapolis additional deputy registrar of motor vehicles authorized, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Clark presented HF1049.

Testimony in support of HF1049 was:

Rep. Erhardt renewed his motion to approve HF1049 (Clark) and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Nelson moved approval of HF2035 (Nelson) Public Safety Department authorized to remove records of certain old liens on passenger automobiles, and that it be re-referred to the Committee on Civil Law.

Rep. Nelson presented HF2035.

Presenting testimony on HF 2035 was:
Larry Ollila, Driver and Vehicle Services

Rep. Nelson renewed his motion to approve HF2035 and re-refer it to the Committee on Civil Law. THE MOTION PREVAILED.

Rep. Erhardt brought back HF2058 (Ruth) Knights of Columbus special license plates authorized for approval and recommended it be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Ruth moved approval of HF2037 (Ruth) Vehicles prohibited from driving onto the shoulder to pass on the right, and recommended it be laid over for possible inclusion in the Transportation Omnibus bill.

Rep. Ruth amended her motion on HF2037 that it be placed on the General Register.

Chairman Erhardt laid over HF2037 (Ruth) for possible inclusion in the Transportation Omnibus bill.

The meeting was adjourned at 5:20 P.M.
