Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Twenty-Ninth meeting to order at 2:40 PM on Tuesday, March 21, 2006, in Room 200 of the State Office Building.

Rep. Cybart moved approval of the March 15, 2006 minutes. THE MOTION PREVAILED.
Rep. Hortman moved approval of HF3656 (Tingelstad) Railroad right-of-way contracting for use as commuter rail authorized, and recommended it be re-referred to the Committee on Civil Law.
Rep. Tinglestad presented HF3656.

Rep. Holberg moved adoption of the following oral amendment to HF3656:
Page 1, line 16, delete “, or public entity”
Page 1, line 17, delete “contracting with the Commissioner”
Page 1, line 22, delete “or a public entity”
Testimony in opposition to the Holberg amendment was presented by:

Rep. Holberg renewed her motion to adopt the oral amendment to HF3656. THE MOTION DID NOT PREVAIL.
Rep. Holberg requested a division. There were six ayes and 11 nays. THE MOTION DID NOT PREVAIL.
Rep. Hortman renewed her motion to approve HF3656 (Tinglestad) and re-refer the bill to the Committee on Civil Law. THE MOTION PREVAILED.
Rep. Erhardt moved approval of HF1838 (Blaine) Local governments authorized to permit low-speed neighborhood electric vehicles to be operated on residential roadways, and recommended
it be re-referred to the Committee on Local Government.
Matt Burress, House Research, recommended the following technical change to HF1838:
Page 1, line 19, after “vehicles” insert “, as defined in 169.01, Subdivision 91”
Rep. Blaine presented the A06-1283 amendment to HF1838. (See attached)
Rep. Erhardt moved approval of the A06-1283 amendment. THE MOTION PREVAILED.
