Representative Jim Knoblach, Chair of the Ways & Means Committee, called the eighth meeting to order at 7:10 p.m. on February 17, 2005 in Room 200 of the State Office Building.

7:10:18 PM Representative Beard moved that the minutes of 2/14/05 be approved.
THE MOTION PREVAILED.
HF3 First Engrossment (Dorman) Omnibus bonding bill providing capital improvements funding for various state departments and higher education institutions including the University of Minnesota, modifying previous bonding, issuing new bonds, and appropriating money.
7:10:40 PM Representative Dorman moved that HF3, the First Engrossment, be recommended to pass and be sent to the General Register.
7:28:58 PM Representative Dorman moved the H0003A28 amendment.
THE AMENDMENT WAS ADOPTED.
7:29:56 PM Representative Dorman moved the H0003A26 amendment.
THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved to orally amend the H0003A39 by L. 13, change, regions to region.
THE AMENDMENT TO THE AMENDMENT WAS INCORPORATED.
Representative Kelliher moved that the H0003A39 amendment, as amended, be adopted.
THE AMENDMENT, AS AMENDED, WAS ADOPTED.
7:41:28 PM Representative Gunther moved the H0003A31 amendment.
Representative Gunther moved to orally amend the H0003A31 amendment by: L.3, delete 18 and insert 19, delete "154,762,000" and insert "49,000,000, L. 4 delete" 152,202,000" and insert "46,440,000".
THE AMENDMENT, TO THE AMENDMENT, WAS ADOPTED.
Representative Gunther moved that the H0003A31 amendment, as amended, be adopted.
THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Krinkie moved to orally amend the H0003A23 amendment by: L. 5, after using, add, 5%.
THE ORAL AMENDMENT, TO THE AMENDMENT, WAS NOT ADOPTED.
Representative Hamilton renewed his motion that the H0003A23 amendment be recommended to pass.
THE AMENDMENT WAS ADOPTED.

8:10:10 PM Representative Dorman moved the H0003A40 amendment.
Representative Vandaveer moved to orally amend the H0003A40 amendment by: Delete, L. 7 and 8, insert, P.24, L.16, delete 5,000,000 and insert 4,500,000.
Kathy Novak, House Research, addition/clarification to Vandaveer amendment, P. 24, L.7 delete 20,000,000 and insert 19,500,000, delete L. 5, 6, 9, and 10.
THE ORAL AMENDMENT WAS INCORPORATED.
Representative Ozment moved to amend the H0003A40 amendment by: Delete, L. 3 and 4, insert, P.13, L. 30, delete, 4,850,000 and insert, 3,350,000.
THE HAND WRITTEN AMENDMENT WAS WITHDRAWN.
