Representative Jim Knoblach, Chair of the Ways & Means Committee, called the eighteenth meeting at 12:41 p.m. on Monday, April 4, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

12:41:01 PM Representative Knoblach called the meeting to order. A quorum was present.
12:41:10 PM Representative Hamilton moved that the minutes of March 22, 2005 be approved.
THE MOTION PERVAILED.

HF572 (Johnson) Methamphetamine and methamphetamine precursor drug
crime provisions established, technical conformity provided, and money
appropriated.
12:41:51 PM Representative Knoblach moved that HF572, the seventh engrossment, be
recommended to pass.
12:41:58 PM Representative Knoblach moved the H0572A34 amendment. THE AMENDMENT
WAS ADOPTED.
12:42:38 PM Representative Johnson, Terry Kullhman, Executive Director, MN Public
Facilities, Tim O'Malley, MN Bureau of Criminal Apprehension, Sheriff Schultz,
Kanabec County, John Stewart, MN State Public Defenders, testified on HF572,
the seventh engrossment.
2:28:20 PM The meeting was recessed.
4:22:59 PM The meeting was re-convened.
4:23:27 PM Representative Krinkie moved the H0572A33 amendment.
4:27:59 PM Representative Solberg moved the H0572A35 amendment to the H0572A33
amendment. THE AMENDMENT WAS INCORPORATED.
4:33:24 PM Representative Buesgens moved to orally amend the H0572A35 amendment by:
P.1, L. 5, after must, add: be at least 18 years of age, THE AMENDMENT WAS
INCORPORATED.

After discussion the Buesgens oral amendment was withdrawn.
4:38:13 PM Representative Buesgens moved a handwritten amendment to amend the
H0572A35 amendment, add "subd.4 (Age Restriction) no person may sell in an
over-the-counter sale a methamphetamine precursor drug to a person
under the age of 18 years." THE AMENDMENT WAS INCORPORATED.
5:04:05 PM Representative Krinkie moved that the H0572A33 amendment, as incorporated, be
adopted. Representative Knoblach called for a division on the H0572A33 amendment.
On a vote of 15 AYES and 14 NAYS THE AMENDMENT, AS
INCORPORATED, WAS ADOPTED.
5:06:32 PM Representative Dorman moved a handwritten amendment to HF572, the seventh
engrossment. Representative Dorman moved to orally amend the handwritten
amendment by: change P. 24 to 25. THE AMENDMENT, TO THE AMENDMENT,
WAS INCORPORATED.
5:37:36 PM Representative Knoblach called for a division on the Dorman handwritten
amendment. On a vote of 10 AYES and 16 NAYS THE AMENDMENT WAS
NOT ADOPTED.
6:19:12 PM Representative Knoblach moved that HF572, the seventh engrossment, as amended,
be recommended to pass.

On a vote of 27 AYES and 7 NAYS THE MOTION PREVAILED.

HF1470 (Hackbarth) Dry cleaner environmental fees annual adjustment
authorized.
6:29:59 PM Representative Knoblach moved that HF1470, the first engrossment be
recommended to pass.

Representative Hackbarth and Sherry Munyon, Dry Cleaners Association,

testified on HF1470, the first engrossment.

6:31:51 PM
Representative Knoblach renewed his motion that HF1470, the first
Engrossment, be recommended to pass. THE MOTION PREVAILED.

HF455 (Cybart) National Guard tuition reimbursement grants time period
extended for members who have served in active military service.
6:34:31 PM Representative Knoblach moved that HF455, the first engrossment, be
recommended to pass.
6:34:55 PM Representative Knoblach moved the H0455A3 amendment. THE
AMENDMENT WAS ADOPTED.
6:35:53 PM Representative Cybart testified on HF455, the first engrossment.
6:36:38 PM Representative Hilty moved the H0455A4 amendment. THE
AMENDMENT WAS ADOPTED.
6:39:04 PM Representative Knoblach moved that HF455, the first engrossment, as amended,
be recommended to pass. THE MOTION PREVAILED.

HF1859 (Wilkin) Workers' Compensation Advisory Council recommendations
adopted.
6:39:39 PM Representative Knoblach moved that HF1859 be recommended to pass.
6:39:47 PM Representative Wilkin and Jean Anderson, Workman's Compensation Council,
testified on HF1859.
6:42:22 PM Representative Knoblach renewed his motion that HF1859 be recommended to pass.
THE MOTION PREVAILED.
6:42:31 PM The meeting was adjourned.
