Representative Jim Knoblach, Chair of the Ways & Means Committee, began the twentieth-second meeting at 7:07 p.m. on Wednesday, April 27, 2005 in Room 200 of the State Office Building.
The Clerk noted the roll.

Representative Knoblach began the meeting at 7:07 pm. A quorum was not present.
Representative Knoblach officially called the meeting to order at 7:20 p.m. A quorum was present.
Representative McNamara moved that the minutes of April 26, 2005 be approved. THE MOTION PREVAILED.
HF1976 (Gunther) Omnibus jobs and economic development bill appropriating money for jobs, economic development, and human services purposes; establishing and modifying programs; providing fees; and making changes to programs for children and families.
Representative Gunther moved that HF1976, first engrossment, be recommended to pass.
Representative Dempsey assumed the gavel at 7:27 p.m.
Representative Knoblach assumed the gavel at 7:34 p.m.
Representative Gunther, Ron Soderberg, House Fiscal Analyst and Mary Orr, MN Department of Human Services and Keith Bouget, Mn Department of Finance testified on HF1976, the first engrossment.
Representative Gunther moved the H1976A36 amendment. THE AMENDMENT WAS ADOPTED.
Representative Dorman moved the H1976A38 amendment.
Representative Gunther moved to orally amend the H1976A38 amendment by: L. 5, Delete 17 and insert, 15. THE ORAL AMENDMENT WAS INCORPORATED.
Representative Dorman renewed his motion that the H1976A38 amendment, as amended, be recommended to pass. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Knoblach moved the H1976A41 amendment. THE AMENDMENT WAS ADOPTED.
Representative Paymar moved to orally amend HF1976, first engrossment by:
P. 100, article 5, delete section 12, P. 103, delete sections 16 & 17, P. 107, delete section 21, P. 108, delete articles, 22& 23, and asked for a roll call vote. The results were as follows:

On a vote of 13 AYES and 22 NAYS THE MOTION DID NOT PREVAIL.
Representative Gunther moved that HF1976, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.
HF1422 (Bradley) Omnibus health finance bill modifying license fees, state-operated services, nursing facility reimbursement, children and families programs, and other provisions; providing positive abortion alternatives; and appropriating money.
Representative Bradley, Kathy Schill, House Fiscal Analyst, Jane Hardwick, MN Department of Human Services testified on HF1422, the first engrossment.
Representative Bradley moved that HF1422, first engrossment, be recommended to pass.
Representative Bradley moved the H1422A38-2 amendment. THE AMENDMENT WAS ADOPTED.
Representative Otremba moved the H1422A37-2 amendment. THE AMENDMENT WAS ADOPTED.
Representative Abeler moved the H1422A39 amendment. THE AMENDMENT WAS ADOPTED.
Representative Abeler moved the H1422A45 amendment. THE AMENDMENT WAS ADOPTED.
Representative Bradley moved that HF1422, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.
