Representative Jim Knoblach, Chair, called the thirty-fifth meeting to order at 12:35 p.m. on Monday, April 3, 2006 in Room 200 of the State Office Building.

12:35:33 PM Representative Knoblach called the meeting to order. A quorum was present.
12:35:56 PM Representative Buesgens moved that the minutes of March 29, 2006 be adopted. THE MOTION PREVAILED.
SF2750 Johnson Eminent domain procedures modifications
12:36:24 PM Rep. Knoblach. moved SF 2750, fourth engrossment, and substituted the language of HF2846, fifth engrossment.
12:37:22 PM Representative Knoblach moved the H2846A74 amendment.
12:38:47 PM Representative Johnson, Alyssa Schlander--Minnesota Auto Dealers Association, and Keith Carlson, Executive Director MICA, testified on SF2750.
1:11:54 PM Representative Knoblach renewed his motion that the H2846A74 amendment be adopted. THE AMENDMENT WAS ADOPTED.
1:16:28 PM Representative Holberg moved the H2846A75 amendment. THE AMENDMENT WAS TEMPORIARLY LAID OVER.
1:20:44 PM Representative Kelliher moved the A06-1453 amend.ment. On a division of 11AYES and 15 NAYS THE AMENDMENT WAS NOT ADOPTED
1:27:46 PM Representative Holberg amended the H2846 amendment by P.1, L.1.6, after landlocked add, or it can be shown that the road is necessary to mitigate ongoing safety concerns.
A property that has no other access than over a viable waterway is landlocked. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
1:41:27 PM Representative Vandaveer moved the H2846A76 amendment. On a division of 12 AYES and 12 NAYS THE AMENDMENT WAS NOT ADOPTED.
1:47:27 PM The H2846A66 amendment was bought up for consideration but no author came forward so the H2846A66 AMENDMENT WAS LAID ASIDE.
1:49:39 PM Representative Vandaveer moved to reconsider the H2846A76 amendment. THE MOTION PREVAILED.
On a division of 13 AYES and 14 NAYS THE AMENDMENT WAS NOT ADOPTED.
1:51:13 PM Representative Knoblach moved that SF2750, forth engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.
