Representative Jim Knoblach, Chair, called the fortieth meeting to order at 9:02 p.m. on Tuesday, April 18, 2006 in Room 200 of the State Office Building.

Representative Knoblach called the meeting to order at 9:02 p.m. A quorum was present.
Representative Solberg moved that the minutes of April 11, 2006 be approved. THE MOTION PREVAILED.
Representative Sykora moved that the minutes of April 10, 2006 be approved. THE MOTION PREVAILED.
HF3810 Ozment (First engrossment) Agriculture funding supplemented and reduced, programs modified, council established, food consumption act adopted, beekeeping regulation repealed, and money appropriated.
Representative Ozment moved that HF3810, first engrossment, be recommended to pass.
Representative Ozment, Representative Juhnke, Jim Reinholdz, House Fiscal Staff, and Greg Buuzicky, Director, Minnesota Department of Agriculture testified on HF3810, first engrossment.
Representative Knoblach moved the HDA-688 amendment. THE AMENDMENT WAS ADOPTED.
Representative Knoblach moved to orally amend HF3810 by: P. 5, 6, & 7, delete “sections 8 & 9” THE ORAL AMNEDMENT WAS NOT ADOPTED.
Representative Ozment moved that HF3810, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.
HF4062 Gunther (first engrossment) Omnibus jobs and economic development bill providign and reducing funding for various economic development, labor and industry, and human services programs; establishing programs; and appropriating money.
Representative Gunther, Ron Soderberg, House Fiscal Analyst, and Carl Crimmins, Minnesota Pipe Trades, and John Stavros, Chief Financial Officer, Department of Employee and Economic Development, testified on HF4062.
Representative Gunther moved that HF4062, first engrossment be recommended to pass.
Representative Clark moved the H4062A62 amendment. THE AMENDMENT WAS TEMPORARLY WITHDRAWN.
Representative Gunther moved to orally amend HF4062, first engrossment by: P. 5, L.9 delete “64” and insert, “67” THE ORAL AMENDMENT WAS ADOPTED.
Representative Gunther moved the H4062A60 amendment. THE AMENDMENT WAS ADOPTED.
Representative Seifert moved the HDA-433 amendment. THE AMENDMENT WAS ADOPTED.
Representative Seifert moved the A-KNH4062A13 amendment.
Representative Dempsey assumed the gavel at 10:15 p.m.
Representative Knoblach assumed the gavel at 10:17 p.m.
Representative Seifert moved to orally amend the A-KNH4062A13 amendment by: P.1, L. 1.8 & L. 1.9, unstrike “ No transaction fee can be charged if the card is used to purchase goods or services on a point of sale basis” THE ORAL AMENDMENT WAS INCORPORATED.
Representative Seifert moved that the A-KNH4062A13 amendment, as amended, be recommended to pass. THE AMENDMENT WAS ADOPTED.
Representative Knoblach moved to orally amend HF4062, first engrossment, by: P.10, delete
”section 11”.
Representative Knoblach moved to amend his oral amendment by: l. 10.20, unstrike “for four years and delete “until spent”
Representative Knoblach moved that the oral amendment, as amended, be recommended to pass. THE ORAL AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Clark moved the H4062A63 amendment.
Representative Clark moved to orally amend the H4062A63 amendment by: P. 1, L. 1.12, After the period insert” The base appropriation for fiscal year 2008 and after is $50,000.00
L. 1.12, after the period, insert, “The base appropriation for fiscal year 2008 and after is $200,000.00, L.1.16 After the period insert” The base appropriation for fiscal year 2008 and after is $75,000.00. THE ORAL AMENDMENT WAS INCORPORATED.
Representative Clark moved that the H4062A63 amendment, as incorporated be adopted. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.
Representative Clark moved the H4062A62 amendment.
Representative Clark moved to orally amend the H4062A62 amendment by: L., 1.8, after”, insert, “The base appropriation for fiscal year 2008 and after is $60,000.00”. Delete “L. 1.9 thru 1.20”. THE ORAL AMENMENT TO THE AMNEDMENT WAS ADOPTED
Representative Clark moved that the H4062A2 amendment, as amended, be adopted. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Ruth moved the A06-1559 amendment.
Representative Walker moved to orally amend the A06-1559 amendment by: delete “everything after P.1, L. 1.24. THE ORAL AMENDMENT WAS ADOPTED.
Representative Ozment moved the A06-1568 amendment. THE AMENDMENT WAS ADOPTED.
Representative Ruth moved that the A06-1559 amendment, as amended, be adopted. THE AMENDMENT WAS NOT ADOPTED.
Representative Beard moved a handwritten amendment. A division was called for and on a vote of 19 AYES and 17 NAYS THE HANDWRITTEN AMENDMENT WAS ADOPTED.
Representative Gunther moved the H4062A49 amendment.
