Wednesday, May 18, 2006 in Room 200 of the State Office Building.

Representative Seifert called the meeting to order at 7:37 p.m. A quorum was present.
Representative Gunther moved that the minutes of May 10, 2006 be recommended to pass. THE MOTION PREVAILED.
Representative Erhardt moved that the minutes of May 15, 2006 be recommended to pass. THE MOTION PREVAILED.
HF4112 Eastlund Address confidentiality program established for victims of domestic violence, sexual assault, or stalking; voting method and mail forwarding system provided to participants; criminal penalties imposed; and money appropriated.
Representative Eastlund testified on HF4112.
Representative Seifert moved that HF4112 be recommended to pass.
Representative Seifert moved the H4112DE1 amendment. THE AMENDMENT WAS ADOPTED.
Representative Seifert moved that HF4112, as amended, be recommended to pass. THE MOTION PREVAILED.
SF2239 Smith Omnibus retirement bill
Representative Smith moved that SF2239 be recommended to pass.
Representative Smith, Larry Martin, Executive Director, Legislative Commission on Pensions and Retirement, Luther Thompson, Assistant Director, Teachers Retirement Association, Pat Born, Chief Financial Officer, City of Minneapolis, and testified on SF2339.
Representative Beard moved the UES2239-3A amendment.
Representative Beard moved to orally amend the UES2239-3A amendment by: P.1, L. 1.3, change “132” to “128”, change, ”8” to ‘10”. THE ORAL AMENDMENT WAS INCORPORATED.
Representative Beard moved that the UES2239-3A amendment, as incorporated, be adopted.
THE MOTION DID NOT PREVAIL.
Representative Smith renewed his motion that SF2239 be recommended to pass. THE MOTION PREVAILED.
SF1057 Ozment Retirement provisions modifications
Representative Ozment moved that SF1057 be recommended to pass.
Representative Ozment, Representative Thissen, Brian Rice, St. Paul Teachers Association, and Phillip Kapler, Executive Director, St. Paul Teachers Retirement Fund Association, testified on SF1057.
Representative Ozment moved to orally amend SF1057 by: delete, “P. 63, L. 14” THE MOTION PREVAILED.
Representative Paymar moved the S1057-10A amendment.
Representative Paymar moved to orally amend the S1057-10A amendment by: P.1, L. 1.3 change “3” to “4”, L 1.4, change, “60” to “64”, change “13” to “29” THE ORAL AMENDMENT WAS INCORPORATED.
Representative Paymar moved that the S105710A amendment, as incorporated, be adopted. THE AMENDMENT WAS NOT ADOPTED.
Representative renewed his motion that SF1057 be recommended to pass. THE MOTION PREVAILED.
SF1298 Cox Video display devices collection and recycling.
Representative Seifert moved that SF1298 be recommended to pass.
Representative Cox, Buzz Anderson, Minnesota Retailers Association, Laura Bishop, Best Buy,
Ted Troulin, Director, Sewer and Water Department, St. Louis County, and Lloyd Grooms, Attorney, Electronic Manufacturers Association testified on SF1298.
Representative Dempsey assumed the gavel at 8:57 p.m.
Representative Bradley moved the A06-1714 amendment.
Representative Bradley moved the S1298A31 amendment,
Representative Bradley moved to incorporate the S1289A31 amendment into the A06-1714 amendment. THE AMENDMENT WAS INCORPORATED.
Representative Bradley moved that the A06-1714, as incorporated, be adopted. THE AMENDMENT WAS ADOPTED.
Representative Wagenius moved the S1298A30 amendment.
A division was called for and on a vote of 17 AYES and 7 NAYS THE AMENDMENT WAS ADOPTED.
Representative Seifert moved that SF1298, as amended, be recommended to pass. THE MOTION PREVAILED.
Representative Seifert assumed the gavel at 9:23 p.m.
The meeting was adjourned at 9:55 p.m.
