Representative Otremba, Chair of the Committee, called the meeting to order at 8:08 A.M. on, March 7, 2007, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Morrow moved approval of the minutes from March 5, 2007.

Representative Heidgerken moved HF 484 (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf0484.1.pdf) be recommended to pass and re-referred to the committee on Taxes.
Representative Morrow moved amendment HO484A1 as follows:
Page 2, line29, after the period insert "The credits only allowed for agricultural
land rented to a beginning farmer or livestock producer under a rental agreement
or share rent agreement that first takes effect after December 31,2006."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Koenen explained HF 484 Beginning farmer program administered by the Rural Finance Authority provisions modified, and income tax credits provided to beginning farmers for participating in farm management programs.

Representative Heidgerken renewed his motion that HF 484 as amended be recommended to pass and re-referred to the committee on Taxes.

Representative Heidgerken explained HF 568 (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf0568.1.pdf) Income tax credit for sales or rentals of agricultural assets to beginning farmers and farmer financial management programs provided. Representative Heidgerkens bill is a clone of HF 484 and went directly to the Committee on Taxes.

Representative Olin explained HF 1433 Livestock compensation provisions modified.
