MINUTES
Representative Otremba, Chair of the Committee, called the meeting to order at 4:06 P.M. on, February 25, 2008, in Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Shimanski moved approval of the minutes from February 20, 2008.

Representative Doty moved adoption of Division report on HF 2582.
THE REPORT IS ADOPTED.
Chairman Otremba moved HF 2582 be recommended to pass and re-referred to Committee on Government Operations.
Rep. Howes explained his bill HF 2582, relating to veterans; designating March 29 as Vietnam Veterans Day, to the committee.
Chairman Otremba renewed her motion that HF 2582 be recommended to pass and re-referred to the Committee on Government Operations.

Representative Doty moved adoption of Division report on HF 2664.
THE REPORT IS ADOPTED.
Chairman Otremba moved HF 2664 be recommended to pass and re-referred to the Committee on Finance.
Representative Koenen presented HF 2664 Montevideo; New veterans home to be established and operated in Montevideo
Chairman Otremba renewed her motion that HF 2664 be recommended to pass and re-referred to the Committee on Finance

THE REPORT IS ADOPTED.
Chairman Otremba moved HF 3161 be recommended to pass and placed on the General Register.
Representative Bigham explained HF 3161 a bill for an act relating to veterans; providing for a current listing of deceased Minnesota military personnel;

Chairman Otremba renewed her motion that HF 3161 be recommended to pass and placed on the General Register.

Chairman Otremba moved HF 2276 be recommended to pass and re-referred to the Committee on Government Operations.
Representative Demmer explained HF 2276 a bill for an act relating to state observances; designating May 1 as Silver State Families of America Day; proposing coding for new law in Minnesota Statutes, chapter 10, to the committee.
Chairman Otremba renewed her motion that HF 2276 be recommended to pass and re-referred to the Committee on Government Operations.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Doty moved adoption of Division report on HF 2095.
THE REPORT IS ADOPTED.
Chairman Otremba moved HF 2095 be recommended to pass and re-referred to the Committee on Public Safety.
Chairman Otremba moved to amend HF 2095 as follows:

Representative Eastlund explained his bill HF 2095 relating to veterans; broadening the eligibility criteria for peace officer reciprocity licensing exam to include certain persons in active military service;
Chairman Otremba renewed his motion that HF 2095 be recommended to pass as amended and re-referred to the Committee on Public Safety.

Representative Doty moved adoption of Division report on HF 2524.
THE REPORT IS ADOPTED.
Chairman Otremba moved HF 2524 be recommended to pass and re-referred to the Committee on Finance.
Representative Ward presented HF 2524 Resident student definition expanded to include the spouse and children of a resident veteran for purposes of determining eligibility for state financial and for higher education.
Chairman Otremba renewed her motion that HF 2524 be recommended to pass and re-referred to the Committee on Finance.
THE MOTION PREVAILED.
Representative Doty moved adoption of Division report on HF 2645.
THE REPORT IS ADOPTED.
Chairman Otremba moved HF 2645 be recommended to pass without recommendation to the Committee on Finance.
Rep. Faust explained his bill HF 2645, relating to military; requiring a report on participation by Minnesota in the National Guard Youth Challenge Program.
