MINUTES


Representative Otremba, Chair of the Committee, called the meeting to order at
2:26 P.M. on March 10, 2008, in Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.


Rep Brown moved approval of the minutes from March 5, 2008.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Faust moved HF 3584, be recommended to pass and re-referred to General Register.

Representative Faust moved to amend HF 3584 as follows (see attachment H3584A3)
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Koenen, explained HF 3584, relating to agriculture; establishing requirements for practicing animal chiropractic care;

Testifying in favor of HF 3584 were:

Tom Hagerty, Minnesota Veterinarian Medicine Association
Pierce Fleming, Veterinarian and Small Animal Chiropractic, New Hope

Representative Finstad moves to amend HF 3584 as follows (see attachment H3584A2)

Representative Finstad withdrew his amendment but requested from the author to clean up the language in the bill.

Representative Junke moved to amend HF 3584, as amended by the H3584A3 amendment, as follows:

Page 4, delete line 2, as amended by the H3584A3 amendment, and insert "veterinarian, or the animal's veterinarian if the animal has not referred by a veterinarian."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Finstad moved to amend Rep. Faust original motion to move HF 3584 to the General Register and instead have it sent to the Committee on Health and Human Services Subcommittee on Licensing.

Roll Call was requested.

THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Faust renewed his motion that HF 3584 be recommended to pass as amended and re-referred to General Register.
THE MOTION PREVAILED.

Representative Otremba moved HF3507, be recommended to pass and re-referred to Committee on Local Government.

Representative Otremba, explained HF 3507, relating to agriculture; authorizing waiver of certain fees and expedited food handler plan review in certain declared disaster areas; changing certain embargo and condemnation provisions; changing certain food sanitary provisions; changing certain fee provisions; defining certain terms; regulating egg sales and handling;

Testifying in favor of HF 3507 were:

Dr Heidi Kassenborg, Director of Dairy and Food Safety Division, Minnesota Department of Agriculture

Representative Shimanski moved to amend HF 3507 as follows (see amendment H3507A1).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Otremba renewed her motion that HF 3507, be recommended to pass as amended and re-referred to Committee on Local Government.
THE MOTION PREVAILED.

Representative Juhnke moved HF3552, be recommended to pass and re-referred to Committee on Finance.

Representative Juhnke, explained HF 3552, relating to agriculture; adding a member to the NextGen Energy Board; removing a sunset date; modifying an appropriation;

Representative Juhnke renewed his motion that HF 3552, be recommended to pass and re-referred to the Committee on Finance.
THE MOTION PREVAILED.


HF 3789 will be heard at the March 12, 2008 meeting.

The meeting was adjourned at 3:50 P.M.
