Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:09 A.M. on Monday, March 31, 2008, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Pelowski moved approval of the minutes of Friday, March 28, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Hausman moved that HF4072 be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Hausman moved to amend HF 4072. (See attached
H4072A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Hausman presented HF4072, as amended (Hausman) University of Minnesota and Minnesota State Colleges and Universities funding provided, bonds issued and money appropriated.
Rep. Hausman renewed the motion that HF4072, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Hausman moved that HF4070 be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Hausman moved to amend HF4070. (See attached amendment
H4070A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Hausman presented HF4070, as amended (Hausman) Public facility funding provided, bonds issued, and money appropriated.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for SF2564, First Engrossment. (See attached language at https://www.revisor.leg.state.mn.us/bin/showPDF.php). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Rep. Huntley moved that SF2564, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Huntley presented SF2564, First Engrossment (Huntley) TANF maintenance of effort programs modification
Bill Marx, Chief Fiscal Analyst, responded to questions regarding SF2564, First Engrossment.
Rep. Huntley renewed the motion that SF2564, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF3976, First Committee Engrossment. (See attached language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3976.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley presented HF3391 (Huntley), First Committee Engrossment, as amended. Health care programs increased, provisions modified, subsidies provided, Minnesota Health Insurance Exchange, and Health Care Transformation Commission established, Section 125 plan offer required, standard created, and money appropriated.
Chair Carlson moved to amend HF3391, First Committee Engrossment, as amended, as follows:
