MINUTES
Representative Alice Hausman, Chair of the Capital Investment Committee, called the meeting to order at 2:19 p.m. on Thursday, February 1, 2007, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll.

A quorum was present.
Rep. Mary Murphy presented H.F. 164 - Relating to capital improvements; authorizing the issuance of state bonds; appropriating money for the Duluth Entertainment and Convention Center arena.
Rep. Murphy moved that HF 164 be recommended for consideration in the omnibus bonding bill.
The following persons testified is support of HF 164 and responded to questions:
- Herb Bergson, Mayor, City of Duluth
- Dan Russell, Executive Director, Duluth Entertainment and Convention Center (DECC)
Chair Hausman laid over HF 164 for possible inclusion in the omnibus bonding bill.
Overview on Capital Asset Preservation and Replacement Account (CAPRA) and Asset Preservation by Deborah Dyson, House Research Analyst
Department of Administration CAPRA and Asset Preservation summary reports and Governor's recommendations for DOT building exterior project and Administration property acquisition. Presenting and responding to questions were:
- Nicky Giancola, Assistant Commissioner for State Facilities, Department of Administration
- Dana Badgerow, Commissioner, Department of Administration
- Wayne Wasloski, Department of Administration
Rep. Scalze moved approval of the minutes from the meeting of Tuesday, January 30, 2007. MOTION PREVAILED THE MINUTES WERE APPROVED
The meeting was adjourned at 3:50 p.m.
