MINUTES


Representative Alice Hausman, Chair of the Capital Investment Committee, called the meeting to order at 10:05 a.m. on Monday, February 25, 2008, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll. A quorum was present.

Rep. Juhnke moved approval of the minutes from the meetings of February 19, 2008. MOTION PREVAILED

HF 1392 (Hilty) relating to energy; authorizing sale and issuance of state bonds; authorizing program to provide grants to municipalities for designing and constructing energy-efficient buildings and landscaping; authorizing grants for energy-related projects; modifying provisions for sustainable building guidelines; appropriating money; amending Minnesota Statutes 2006, section 16B.325.

Rep. Scalze moved HF 1392 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.

Rep. Bill Hilty presented the bill (Energy Finance and Policy Division bonding recommendations) and responded to questions

HF 2561 (Slawik) relating to early childhood education; modifying grants to early childhood learning and child protection facilities; providing for the site acquisition, design, and construction of the Austin Area Success Center; authorizing the sale and issuance of state bonds; appropriating money; amending Minnesota Statutes 2006, section 119A.45.

Rep. Scalze moved HF 2561 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.

HF 2558 (Murphy, M) relating to capital improvements; appropriating money for Independent School District No. 38, Red Lake, library accessibility and improvement, Anoka prairie restoration, Alden-Conger Community Center, Northwest Hennepin Family Center, United South Central Cooperative Facilities, Rushford-Peterson Cooperative Facilities, Department of Commerce, Minnesota State Academies, and Perpich Center for Arts Education; authorizing the sale of state bonds.

Rep. Scalze moved HF 2558 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.

HF 2859 (Paymar) relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature; authorizing the issuance of state bonds; appropriating money for public safety capital projects.

HF 2791 (Juhnke) relating to capital improvements; appropriating money for veterans homes statewide; appropriating money for the All Veterans Memorial in the city of Richfield; authorizing the sale and issuance of state bonds.

Rep. Juhnke moved HF 2791 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.

HF 380 (Hausman) relating to capital improvements; authorizing the sale of state bonds; appropriating money for the state's share of high-speed rail line between St. Paul and Chicago; appropriating money for transit and other transportation-related purposes.

Rep. Rukavina moved HF 2659 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.

HF 2957 (Wagenius) relating to capital improvements; authorizing spending to acquire public lands and buildings and for other improvements of a capital nature; appropriating money for environmental and natural resources capital projects; establishing new programs and modifying existing programs; authorizing the sale and issuance of state bonds; amending Minnesota Statutes 2006, section 103G.271, subdivision; Minnesota Statutes 2007 Supplement, section 103G.222, subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 116.

Rep. Wagenius moved HF 2957 be held over for possible inclusion in the Omnibus Capital Investment Finance bill.
