MINUTES
Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Wednesday, February 21, 2007, in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Chair Rukavina welcomed Sandy Layman, Commissioner of the Iron Range Resources and Rehabilitation Board and Jean Dolensek, Director of Administrative Services, Iron Range Resources and Rehabilitation Board, and invited Commissioner Layman to begin her presentation of the Iron Range Resources and Rehabilitation Board's budget request.
Sandy Layman, Commissioner of the Iron Range Resources and Rehabilitation Board, provided testimony on the Iron Range Resources and Rehabilitation Board's budget request.
Questions and discussion followed.
Chair Rukavina recognized the 12th grade students from Princeton High School who were visiting the Capitol and welcomed them to the committee meeting.
Chair Rukavina welcomed James A. Cunningham Jr., Commissioner of the Bureau of Mediation Services, and invited Commissioner Cunningham to begin his presentation of the Bureau of Mediation Services' budget request.
James Cunningham, Commissioner of the Bureau of Mediation Services, introduced himself and provided testimony regarding the Bureau of Mediation Services' budget request.

HF 398 (Huntley)
Representative Hortman moved that HF 398 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.
Representative Huntley presented HF 398, a bill relating to higher education, regulating tuition and fees paid by Wisconsin reciprocity students attending the University of Minnesota; amending Minnesota Statutes 2006, section 136A.08, subdivision 3.
Peter Zetterberg, Senior Analyst, Provost Office, University of Minnesota, provided testimony on HF 398.
Questions and discussion followed.
Chair Rukavina invited Susan Heegaard, Director, Minnesota Office of Higher Education, to come to the table to provide further testimony and respond to questions.

Representative Poppe moved that the minutes of February 21, 2007 be adopted. THE MOTION PREVAILED.
Representative Hortman renewed her motion that HF 398 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.
