Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on March 15, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF983 (Ward) A bill for an act relating to education; establishing a three-year pilot project to transform high school education through academic and career-related curriculum developed jointly by college faculty, high school instructors, and business and industry advisors and offered through career academies at multiple high school locations throughout a designated region.

Representative Ward, Pat Swarthout, Marketing Instructor, Central Lakes College, Larry Lundblad, Ph.D., President, Central Lakes College, Steve Razidlo, Assistant Superintendent, Brainerd Public Schools, and Twyla Flaws, Human Resources Director, Clow Stamping, testified.

A quorum was present at 2:25pm.

Representative Dominguez moved HF983 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Dittrich moved the afternoon minutes of March 14, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF1410 (Anzelc) A bill for an act relating to education finance; creating a technical and vocational revenue program for collaborative high school and postsecondary vocational programs.


Representative Anzelc moved HF1410 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Anzelc moved to incorporate an oral amendment to HF1410 as follows:

Page 1, line 12, after ‘its' insert ‘eleventh and twelfth grades’

THE AMENDMENT WAS INCORPORATED.

HF808 (Tilberry) A bill for an act relating to education; providing for licensed student services personnel aid.

Representative Morrow moved HF808 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Tilberry, Walter Roberts, Ph.D., Professor of Counselor Education, MN State University Mankato, Ralph Maves, School Psychologist, MN School Psychologist Association, and Colleen Baldrich, President Elect, Minnesota School Counselors Association, testified.


HF1699 (Peterson, S.) A bill for an act relating to education; establishing a grant program to provide additional student counseling services in high-need public high schools.

Representative Morrow moved HF1699 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Peterson, Jeff McGonigal, Principal, Cooper High School, and Allison Ray, Licensed School Counselor, Cooper High School, testified.


HF1701 (Peterson, S.) A bill for an act relating to education finance; creating a new component of general education revenue to support school counselors.

Representative Morrow moved HF1701 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Erickson moved to amend HF984 as follows:

Page1, line 14, after ‘fees’ insert ‘for those tests where the student received an ACT score of 20 or higher or an SAT score of 1000 or higher’

Page 1, line 16, after ‘guardians’ insert ‘of eligible students’

Representative Greiling moved HF1850 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Simon, Karen Garen, Executive Director, Urban Debate League, and Robert Groven, Associate Professor, Ausburg College, testified.


HF1798 (Morrow) A bill for an act relating to education finance; authorizing an additional lease levy for certain kindergarten space needs.

Representative Morrow moved HF1798 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

HF1321 (Bunn) A bill for an act relating to education; adopting teacher preparation standards for foreign languages; providing for world languages resources and pilot program grants.

HF1424 (Paulsen) A bill for an act relating to education; developing world language proficiency, resources, and capacity.

HF1196 (Slawik) A bill for an act relating to education; providing special instruction for prekindergarten children with disabilities.

Representative Greiling moved HF1196 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Slawik and Darren Kermes, Director of Special Services, New Prague Public Schools and Director of Special Education, MN River Valley Special Education Co-op, testified.


HF1423 (Anzelc) A bill for an act relating to education finance; allowing Independent School District No. 361, International Falls, to purchase real or personal property with its building lease levy authority.

Representative Anzelc moved HF1423 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Anzelc and Don Langan, Superintendent, International Falls Public Schools, testified.

Representative Morrow assumed the gavel at 7:15pm.

HF196 (Greiling) A bill for an act relating to human services; changing mental health provisions; requiring mental health assessments for certain inmates; establishing children’s mental health grants and training; requiring students of higher education to carry health insurance; creating a loan forgiveness program; establishing the Crisis Intervention Team State Council; making changes to mental health funding provisions; establishing pilot programs; authorizing grant funding; requiring reports.

Representative Greiling moved HF196 be recommended to pass and be re-referred to the Education Finance Division with a recommended re-referral to the Housing Policy and Finance and Public Health Finance Division.

Representative Greiling, Sue Abderholden, Executive Director, National Association on Mental Illness, Eva Abderholden-Keller, student, Sarah Brown, college student and founder, Silver Ribbon Campaign, Andrea Ayres, Policy Advocate, Mental Health Legislative Network, and
Eva Neubeck, School Social Worker, Minneapolis South High School, testified on Article 2, Section 5 of HF196.

Representative Greiling renewed her motion that HF196 be recommended to pass and be re-referred to the Education Finance Division with a recommended re-referral to the Housing Policy and Finance and Public Health Finance Division.

HF1798 (Morrow) Kindergarten space needs additional lease levy authorized.
HF1196 (Slawik) Prekindergarten children with disabilities special instruction provided.
HF1423 (Anzelc) Independent School District No. 361, International Falls, authorized to purchase property with its building lease levy.
