Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on February 12, 2008, in Room 10 of the State Office Building.

HF2558 (Murphy, M) A bill for an act relating to capitol improvements; appropriating money for library accessibility and improvement grants.
Representative Murphy moved HF2558 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.
Representative Murphy, Elaine Keefe, Lobbyist, Minnesota Library Association, Sharon Strack, Branch Librarian, Milaca Public Library, Nathan Mathews, City Administrator, Staples, and John Bowden, Library Foundation Chair, Marshall Public Library, testified.
HF2744 (Greiling) A bill for an act relating to capitol investment; modifying the distribution of sale proceeds when state bond financed property is sold.
Representative Greiling moved HF2744 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.
Representative Greiling and Sue Nemitz, Director, Ramsey County Libraries, testified.
HF1120 (Sailer) A bill for an act relating to capitol improvements; providing for a maximum effort capital loan to Independent School District No. 38, Red Lake.
Representative Greiling moved HF1120 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.
Representative Sailer offered
H1120A1 as an amendment to HF1120.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Sailer, Monte Hammitt, Red Lake School District, and Dolores Cloud-Hammitt, Red Lake Public Schools, testified.
HF2708 (Hilstrom) A bill for an act relating to capitol improvements; appropriating money to construct the Northwest Hennepin Family Center in Brooklyn Center.
Representative Hilstrom moved HF2708 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.
Representative Hilstrom moved to incorporate an oral amendment to HF2708 as follows:
Page 1, line 6, delete ‘$3,000,000' and insert ‘$3,500,000’
Page 1, line 14, delete ‘$3,000,000’ and insert ‘$3,500,000’
THE AMENDMENT WAS INCORPORATED.
Representative Hilstrom, Susan Hintz, Superintendent, Osseo Area Schools, and Byron Laher, President, Community Emergency Assistance Program, testified.
HF978 (Hortman) A bill for an act relating to capitol improvements; appropriating money for a grant to Independent School District No. 11, Anoka-Hennepin, to purchase and restore native prairie and wetland adjacent to Riverview Elementary School.
Representative Greiling moved HF978 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.
Representative Hortman testified.
Brian Steeves, Executive Budget Coordinator, Department of Finance and Kara Arzamendia, Executive Budget Officer, Department of Finance, provided background information regarding bonding recommendations made by the governor.
