Rep. Slocum moved approval of the minutes of March 14, 2008. The motion prevailed. The minutes were adopted with the following amendment:
Delete "Monday, February 12" and insert "Wednesday, March 12"

Rep. Westrom incorporated the following changes into the H3195A21:
Page 1, Line 2, after “lowered" insert “for utilities participating in a cap and trade program implemented in Minnesota, provided that all resulting tax savings are used to reduce rates to energy consumers"
Rep. Westrom laid over the
H3195A21 temporarily to work with counsel on amendment language.
Rep. Hackbarth moved the
H3195A24 amendment.
Rep. Hackbarth incorporated the following changes to the
H3195A24 amendment:
Page 1, Line 1, delete “1" and insert “2", and delete “21" and insert “1"
Rep. Hackbarth requested a roll call vote.

Rep. Westrom renewed his motion to adopt the
H3195A21 amendment.
Rep. Westrom moved to delete the previous incorporation and instead incorporate the following changes to the
H3195A21 amendment:
Page 1, Line 2, after “lowered" and insert “for utilities"
Page 1, Line 4, before the period, insert “provided that all resulting tax savings are used to reduce rates to energy consumers"
