Representative Jean Wagenius, Chair of the Committee, called the meeting to order at 8:04 A.M. on January 30, 2007, in Room 5 of the State Office Building.

Jim Reinholdz, Fiscal Analyst, presented an overview of the Governor's environment and natural resources budget.
A quorum was present at 8:06 A.M.
HF293 (Tingelstad)
Representative Tingelstad presented HF293, second engrossment, a bill for an act relating to state government; appropriating money for environment and natural resources; modifying meeting requirements of the Legislative-Citizen Commission on Minnesota Resources; amending Minnesota Statutes 2006, section 116P.08, subdivision 5.
Representative Tingelstad moved that HF293 be recommended to pass as amended and re-referred to the Finance Committee, with a recommendation for re-referral to the Taxes Committee.
Representative McNamara withdrew his previous oral amendment to HF293.
John Velin, Director, Legislative-Citizen Commission on Minnesota Resources (LCCMR), testified on HF293.
Bob Meier, Assistant Commissioner, Department of Natural Resources (DNR), testified on HF293.
Representative Tingelstad renewed her motion that HF293, second engrossment, be recommended to pass as amended and re-referred to the Finance Committee, with a recommendation for re-referral to the Taxes Committee. THE MOTION PREVAILED.
Bob Meier presented the DNR budget agency overview.
Peter Skwira of the DNR testified on the topic.
Marty Vadis, Director of the DNR Lands and Minerals Division, presented the Lands and Minerals portion of the DNR budget.
