Representative Jean Wagenius, Chair of the Committee, called the meeting to order at 8:05 A.M. on March 8, 2007, in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF834 (Scalze), appropriating money for the operation and maintenance of the Metropolitan Regional Parks System.
Representative Scalze moved HF834 for possible inclusion in the omnibus bill.

Bob Bierscheid, Director of Parks and Recreation, City of St. Paul, testified in support of HF834.
Jon Von DeLinde, Director of Parks and Recreation, Anoka County, testified in support of HF834.
Chair Wagenius laid over HF834 for possible inclusion in the omnibus bill.
HF544 (Moe), appropriating money for state parks and trails.
Representative Moe moved HF544 for possible inclusion in the omnibus bill.
Representative Moe presented HF544.
Representative Moe moved to orally amend HF544 as follows:
Line 1.5, after "$5,000,000" and before "is", insert "per year".
Line 1.12, after “$4,000,000" and before “is", insert “per year".
Judy Erickson, Government Relations Director, Parks and Trails Council, testified in support of HF544.
Dave Simpkins, Editor, Minnesota Trails magazine, testified in support of HF544.
Scott Harrison, Owner, Lutsen Resort, testified in support of HF544.

HF654 (Loeffler), appropriating money for removal and replacement of diseased shade trees.
Representative Loeffler presented HF654.
Representative McNamara moved HF654 for possible inclusion in the omnibus bill.
Katie Himanga, Mayor of Lake City and Forestry Consultant, Heartwood Forestry, testified in support of HF654.
Representative McNamara moved to amend HF654 as follows:
Lines 1.7 and 1.11, delete “municipalities" and insert “cities, counties, townships, special recreation areas" THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Ralph Sievert, Director of Forestry, Minneapolis Parks and Recreation Board, testified in support of HF654.
HF854 (Sailer), providing for collection, transportation, and recycling of video display devices; providing civil penalties; proposing coding for new law Minnesota Statutes, chapter 115A.
Representative Gardner moved that HF854, first engrossment, be recommended to pass and re-referred to the Committee on Finance.
Chair Wagenius laid over HF654 for possible inclusion in the omnibus bill.
Representative Sailer presented HF854, first engrossment.
Chair Wagenius moved the A3 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Gardner pointed out a typo in the A3 amendment, in line 1.9, “page 18" should read “page 8". The change was incorporated.
Ted Troolin, Department Director, Saint Louis County Solid Waste Department, testified in support of HF854, first engrossment.
Jim Kordiak, Anoka County Commissioner, testified on behalf of the Solid Waste Management Coordinating Board and the Association of Minnesota Counties in support of HF854, first engrossment.
Judy Cook, of Cook Hill Girard and representing Hewlett Packard, testified in opposition to HF854, first engrossment.
Trudy Richter, Solid Waste Management Coordinating Board, testified in support of HF854, first engrossment.
Art Dunn, Minnesota Pollution Control Agency, testified in response to a question from Representative Hackbarth.
Representative Gardner renewed his motion that HF854, first engrossment be recommended to pass as amended and re-referred to the Committee on Finance. THE MOTION PREVAILED AND THE BILL WAS RE-REFERRED TO THE COMMITTEE ON FINANCE.
HF485 (Magnus), appropriating money for floodplain management.
Representative Magnus moved HF485 for possible inclusion in the omnibus bill.
Representative Magnus presented HF485.
Kerry Netzke, Coordinator, Area II Minnesota River Basin Project, Inc., testified in support of HF485.
Chair Wagenius laid over HF485 for possible inclusion in the omnibus bill.
