MINUTES
Representative Rick Hansen, Chair of the Subcommittee, called the meeting to order at 8:06 A.M. on March 21, 2007, in Room 400 South of the State Office Building.
The Committee Legislative Assistant noted the roll.

Vice Chair Gunther assumed the gavel at 8:08 A.M.
HF577 Hansen, ditch buffer and drainage and inspection requirements modified, annual drainage authority reports required, and money appropriated.
Representative Hansen testified on the topic of HF577 and HF1930. He described the 462 amendment.
John Jaschke, Executive Director, BWSR, testified on the topic of the 462 amendment.

Representative Hansen moved HF1930 as an amendment to HF577.
Representative Hansen moved the 462 amendment to the HF1930 amendment. THE MOTION PREVAILED AND THE 462 AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Representative Hansen moved the HF1930 amendment as amended. THE MOTION PREVAILED AND THE HF1930 AMENDMENT AS AMENDED WAS ADOPTED.

John Jaschke, Executive Director, Board of Soil and Water Resources (BWSR), testified in support of the A5 amendment.

Representative Hansen moved the following oral amendment to HF577: on the A5 amendment, line 2.10, change both instances of "$105,000" to "$140,000". Remove subd. 5, lines 10 - 13, and insert the text after the period in line 2.34. Line 2.14, change both instances of "$5,450,000" to "$5,555,000". THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.
Representative Anzelc moved that the minutes of March 13th and March 20th be approved. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

Representative Hansen moved the 447 amendment to the HF1343 amendment.
John Jaschke testified on the 447 amendment to the amendment.
Representative Hansen incorporated the following into the 447 amendment: HF1343, line 4.33, insert a comma after "management".
Representative Hansen incorporated the following into the 447 amendment: at the end of line 4.34, insert "and the pond is functioning as a wetland".
Representative Hansen renewed his motion to amend the amendment. THE MOTION PREVAILED AND THE 447 AMENDMENT WAS ADOPTED.
Representative Hansen moved the 445 amendment to the HF1343 amendment. THE MOTION PREVAILED AND THE 445 AMENDMENT WAS ADOPTED.
