PUBLIC SAFETY FINANCE DIVISION COMMITTEE

MINUTES


Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the thirty-seventh meeting to order at 8:12 a.m., Thursday, February 21, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:12 a.m.

HF2859 (Paymar) Public Safety Finance bonding recommendations vehicle bill

Chair Paymar presented HF2859.

Chair Paymar moved that HF2859 be recommended to pass and returned to the Finance committee with a recommended re-referral to the Capital Investment. MOTION PREVAILED.

Rep. Kohls moved to reconsider HF2859 for amendment. MOTION PREVAILED.

Chair Paymar presented HF2859.

Chair Paymar moved the HF2859 amendment (attached). THE AMENDMENT WAS ADOPTED.

Gary Karger, MN House Fiscal analyst, reviewed the committee's bonding priorities.

Jeffrey Diebel, MN House Research analyst, reviewed the H2859DE2 amendment.

Chair Paymar moved an oral amendment to HF2859 as follows:
Page 7, line 4, after "."
insert "The city of Minneapolis may not hire scientists who are working for the Bureau of Criminal Apprehension to staff the crime lab of the city of Minneapolis."
[And amend the title accordingly]
THE AMENDMENT WAS ADOPTED.

Chair Paymar renewed the motion that HF2859, as amended, be recommended to pass and be returned to the Finance committee with a recommended re-referral to the Capital Investment committee. MOTION PREVAILED.

Meeting was adjourned at 8:35 a.m.
