Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the thirtieth meeting to order at 8:09 a.m., Wednesday, March 21, 2007 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF0196 (Greiling) Changing mental health provisions, requiring mental health assessments for certain inmates; appropriating money.

Rep. Greiling presented HF0196.

Quorum was present at 8:15 a.m.

Chair Paymar moved that HF0196 be re-referred to the Committee on Finance and with a recommendation for re-referral to the Health Care and Human Services Finance Division.

Chair Paymar moved the H0196A23 and the H0196A27 amendment. THE AMENDMENT WAS ADOPTED.

Chair Paymar moved to incorporate an oral author's amendment into HF0196 as follows:
Page 5, line 19 - 33 delete "Sec. 2"
Page 6, line 1 - 11 delete "Sec. 3"
THE AMENDMENT WAS ADOPTED.

HF2217 (Dominguez) Providing for a study and assessment of alternative dispute resolution; appropriating money.

Rep. Dominquez moved HF2217 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Dominguez moved an oral amendment to HF2217 as follows:
Page 1, line 17, after "groups"
add "academicians"

HF1393 (Hilstrom) Clarifying and updating law governing MINNCORP prison industries; adjusting the date for community corrections counties to submit expenditure and cost statements.

Rep. Hilstrom moved HF1393 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

HF0457 (Gardner) Expanding an existing law enforcement tool regarding record keeping of purchasers of scrap metal dealers; requiring registrations; establishing criminal penalties; appropriating money.

Chair Paymar moved HF0457 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Gardner presented HF0457.

Chair Paymar moved the A07-0483 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Paymar moved an oral amendment to HF0457 as follows:
Page 3, line 17, after "check"
delete "period"
insert "for purchases greater than $100.00 dollars"
THE AMENDMENT WAS ADOPTED.

Chair Paymar moved an oral amendment to HF0457 as follows:
Page 4, line 16 -17, after "hold"
delete "must be confirmed through the automated pawn system by the originating agency"
insert "must be made"
THE AMENDMENT WAS ADOPTED.

Rep. Kohls moved an oral amendment to the proposed amendment A07-0483 as follows:
Page 3, line 20 -33 delete "Subd. 4."
[renumber the remaining subdivision]
Page 4, line 12, delete "5"
insert "4".
THE AMENDMENT WAS NOT ADOPTED.

Rep. Kohls requested a division vote. The results were: 5 Ayes and 5 Nays. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Chair Paymar renewed the motion that HF0457 be laid over for possible inclusion in the Public Safety Finance Division omnibus bill.
